Cherokee Nation Business is looking for an Acquisition Analyst to support the Advanced Concepts & Rapid Acquisition (AC&RT) 4.11.6 division within Naval Air Warfare Center Aircraft Division.  This position in located at Webster Field St Inigoes, MD.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:

  • Post-award contract monitoring – tracking of funds applied, funds invoiced, and unliquidated obligations on contracts; comparing funds against monthly reports, if available.
  • Interagency Agreement monitoring – tracking status of existing interagency agreements; aiding in establishment of new interagency agreements; liaising with AIRWorks, 4.11.6 Government Project Leads, and the sponsor to complete/negotiate interagency agreements.
  • Data calls – as permitted, assist with collecting data call inputs.
  • Acquisition Policy – assist acquisition lead with documenting and distributing division acquisition policy as it relates to department acquisition policy, the FAR, NAVAIR Instructions, etc.
  • Performs analysis of project budget estimates for completeness, accuracy, and conformance with procedures and regulations. 
  • General understanding of CLINs, ACRNs, contract mods, and use of EDA/Navy ERP to monitor funds applied through execution, and Shared Data Warehouse. 
  • Experience with NAVAIR project and contract control tools such as Navy ERP to manage and report on contracts.
  • Financial management/execution (reading a funding document, understanding of commitments, obligations, expenditures, etc.)
  • Contracts management/execution (reading a contract, understanding of CLINs, ACRNs, etc.)
  • Experience with the following systems desired:

1.       Navy ERP

2.       Electronic Document Access (EDA)

3.       Wide Area Workflow (WAWF)

4.       Shared Data Warehouse (SDW)

5.       AIRWorks Project Database

SUPERVISORY/MANAGEMENT AUTHORITY

N/A

EDUCATION and/or EXPERIENCE

  • Minimum of five (5) years of experience and relevant BA/BS or MA/MS degree in finance or related field.   Experience with Navy ERP preferred.
  • In lieu of degree, at least eight (8) years of relevant experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Active Secret Clearance required
