SUMMARY

The mission of Marine Forces North (MARFORNORTH) as the Component Commander to USNORTHCOM is to execute Security Cooperation, Defend the Homeland and Support Civil Authorities in order to secure and defend the United States and its interests.  To ensure objectives are achieved, MARFORNORTH conducts semiannual assessments to identify any course corrections that might be required. While any Homeland Defense mission would become the decisive operation, MARFORNORTH will make the greatest contributions through Theater Security Cooperation activities during steady-state operations therefore TSC is our priority LOE. The Canadian, Mexican, and Bahamian militaries represent a broad spectrum of skill level and expertise. MARFORNORTH partners with those nations to build, enhance, and / or reinforce their military proficiency, information sharing and coordination.

We are seeking an Activities Coordinator/Administrator capable of providing administrative and coordination support services for the MARFORNORTH Theater Security Cooperation (TSC) section of the MARFORNORTH G3.  The selected candidate shall provide support services to assist security cooperation events that build positive and long-lasting relationships with partner nations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide technical and coordination support of Traditional Combatant Commander Activities including the following: 
    • Provide planning coordination and technical administrative support to the TCA events in Mexico, Canada, and the Bahamas as required for the following activities:
      • Subject Matter Expert Exchanges (SMEEs) of civilian or military personnel
      • Seminars and conferences
      • Distribution of publications
    • Draft budget proposals for TCA events
    • Work to obtain all necessary approvals for international TCA events

Management of the MARFORNORTH Global – Theater Security Cooperation Management Information System (G-TSCMIS).  Each G-TSCMIS events requires the following:

    • Event description
    • Purpose
    • Related Events
    • Approving authority
    • Location
    • Participants and Personnel
    • Objectives
    • Milestones
    • Resources
    • Authorities
    • Audit
    • Additional Documents  
    • Event Evaluation  
  • Management of all MARFORNORTH TSC Staff travel:
    • Ensure Country and Theater Clearance for the Bahamas, Canada, Mexico and various countries in support of the Partner Nation exercise program are processed 30 days in advance of travel.
    • Input all planned MARFORNORTH Security Cooperation travel into APACS 30 days in advance of travel.
    • Input all planned MARFORNORTH Security Cooperation travel in support of the Partner Nation exercise program into APACS IAW DoD Directive 4500.54E DoD Foreign Clearance Program (FCP) and the Participating Country’s (Mexico, Bahamas, Canada) Electronic Foreign Clearance Guide. 
    • Ensure all MARFORNORTH travelers have completed mandatory pre-travel training IAW DoD Directive 4500.54E DoD Foreign Clearance Program (FCP) and the Electronic Foreign Clearance                                                             

SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE

  • A Bachelor’s Degree is required
  • A minimum of 5 years’ experience working in Defense Department planning, programming and/or budgeting is required.  Four years Marine Corps experience – active duty or civilian – is highly desired. 
  • Must have a current Secret security clearance

KNOWLEDGE, SKILLS AND ABILITIES

  • Excellent verbal and written communication skills with the ability to articulate and advocate for MARFORNORTH's equities  
  • In depth knowledge and skills necessary to research, track and closeout fiscal costs of projects and events     
  • Computer skills that include data entry, Microsoft Word, Excel, and PowerPoint
  • Ability to work in a non-standard environment with representatives from other military and law enforcement agencies
  • Proactive problem-solving skills
  • Self-starter capable of accomplishing objectives with little supervision  
  • Must be able to prepare and defend budgets
  • Familiar with DoD and Marine Corps Appropriations and funding processes
  • Strong analytical skills

WORK ENVIRONMENT

The duties of this position are primarily performed in a climate controlled office environment.  Up to 25% travel could be required.
