The Environmental Protection Agency (EPA) Central Data Exchange (CDX) is the Agency's electronic reporting site. The Central Data Exchange concept has been defined as a central point which supplements EPA reporting systems by performing new and existing functions for receiving legally acceptable data in various formats, including consolidated and integrated data.

We are in need of Applications Developers to support the EPA CDX mission. The project is a Service Oriented Architecture-based network that handles the exchange of environmental data between EPA and its stakeholders (states, tribes, municipalities, private industry). The program builds, operates, and maintains this network and is responsible for building the data flows and environmental applications that operate on and integrate on the network.

Responsibilities:

  • Designs, develops, enhances, debugs, and implements software.
  • Troubleshoots production problems related to software applications.
  • Researches, tests, builds, and coordinates the conversion and/or integration of new products based on client requirements. Designs and develops new software products or major enhancements to existing software.
  •  Addresses problems of systems integration, compatibility, and multiple platforms.
  • Consults with project teams and end users to identify application requirements.
  • Performs feasibility analysis on potential future projects to management. 
  • Assists in the evaluation and recommendation of application software packages, application integration and testing tools.
  • Resolves problems with software and responds to suggestions for improvements and enhancements.
  • Acts as team leader on projects.
  • Instructs, assigns, directs, and checks the work of other software developers on development team.
  • Participates in development of software user manuals.

Qualifications:

  • Minimum 2 years experience in software development.
  • Experience with Java as primary language, including Spring, Hibernate, Tomcat, Maven, and Git. Spring Boot and Docker experience a plus.
  • Experience building and supporting applications that follow a Single-Page Architecture framework (e.g., Knockout, Angular, etc)
  • Strong JavaScript skills
  • Oracle Database experience required; MongoDB experience a plus
  • Experience using IaaS and PaaS offerings (e.g., Azure, AWS, etc)
  • Can work well balancing multiple assignments
  • Knowledge of the full software life cycle
  • Knowledge and experience with Agile development methodology
  • Bachelor’s degree in Computer Science, Computer Engineering, or other technical discipline
  • Excellent communication skills are a must (writing, presenting, etc.)
  • The ability to work in the US indefinitely (US citizenship or Permanent Resident/EAD)
