This contract requirement is to provide assistance in the design, studies, investigations, construction management and facility support (design and construction) for the Facilities Engineering Commands (FEC) and its associated Facilities Engineering and Acquisition Divisions (FEAD) and Resident Officer in Charge of Construction (ROICC) Offices. These offices are responsible for the administration of NAVFAC contracts for design, construction, alterations, additions, maintenance, rehabilitation and demolition and facilities services of shore stations in their area of responsibility.

This task order is for professional support services to NAVFAC Mid-Atlantic in the form of advisory and assistance services. Such services will not include tasks that would be subject to FAR Part 36 or the Selection of Architects and Engineers Statute (formerly The Brooks Act).

 

We are seeking an Architect to support the NAVFAC Mid-Atlantic Professional Services contract. This contract will assist NAVFAC with their capital program throughout their Area of Responsibility (AOR).

 

RESPONSIBILITIES

  • The incumbent provides timely, professional architectural support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development. The incumbent participates in conferences with project stakeholders and collaborates with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
  • Support services include, but are not limited to, input and feedback on third party designs, and recommendations with respect to programming, space planning, concept design, development, sustainable practices and codes compliance assurance to include analysis of furnished drawings and specifications, review of cost estimates and other required services.
  • The professional services provided will be part of a Navy team that supports the following facility types: housing; community support facilities (dining hall, clubs, fitness centers, child development centers); medical facilities; education/training facilities; maintenance shops; industrial facilities; hangars; administration buildings; operations buildings (command and control centers); and other shore installation facilities.

 

REQUIRED QUALIFICATIONS

  • A minimum of 5 years of professional, architectural code compliant facilities design experience for new construction, including renovation design experience
  • Broad professional knowledge and skill in architectural concepts, theories, principles, practices, and techniques necessary to plan, design, manage, construct, preserve, restore, rehab, oversee, and maintain a wide range of shore installation facilities projects.
  • Professional knowledge and experience in architectural design demonstrating comprehensive knowledge of all phases of architectural design, including architectural programming, space planning, concept design development, sustainable design, design analyses, compliance with codes and standards, drawings, specifications, cost estimates, other required services.
  • Knowledge of DoD and Navy guide specifications, criteria, and policy; the International Building Code; Life Safety Code, industry codes and standards; and standard practices as related
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting architectural design throughout the NAVFAC Mid-Atlantic area of responsibility (AOR).
  • Knowledge of related architectural and engineering fields and their associated impacts as related to architectural design.
  • Knowledge and experience with Autodesk software, Microsoft Office products, architectural design and analysis software, and other applicable DoD computer systems and software used by the Command.
  • Ability to produce results of analysis in writing; review and consolidate findings of others; and evaluate recommendations and facts.
  • Ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment. to architectural design.

 

PREFERRED QUALIFICATIONS

  • MA/MS degree in architecture

 

SECURITY CLEARANCE REQUIREMENTS

  • Upon hiring, candidate will be subjected to a PUBLIC TRUST LEVEL investigation which is required to be adjudicated and maintained, in order to remain eligible for employment, per contract and government requirements.

 

TRAVEL

  • Occasional travel and overnight stay may be required.
