CNSP is looking for an Attorney to assist The Drug Enforcement Administration (DEA) Office of Chief Counsel (CC) Contract Attorney with compliance with privacy statutes and policy mandates.

CC requires the Contract Attorney to meet the needs required for the DEA Privacy Program to implement and sustain federal privacy awareness and stewardship, and fulfill legal and regulatory requirements. A strong and multi-faceted privacy program will help ensure that DEA considers privacy protections and controls when making business decisions involving the collection, use, sharing, retention, disclosure, and destruction of personally identifiable information (PII), and adheres to all applicable statutory and regulatory requirements. The Contract Attorney wi!l assist with CC's responsibilities related to the DEA Privacy Program.

This role will assist CC attorneys with the below tasks:

Essential Duties and Responsibilities:

  • Ensuring DEA's compliance with the Privacy Act of 1974, the privacy provisions of the E-Government Act of 2002 and the Federal Information Security Modernization Act of 2014, as well as administration of policy directives issued in furtherance of these Acts;
  • Drafting privacy-related reporting (such as civil or criminal violations of the Privacy Act, compliance with computer matching programs, data breach incidents, and required Federal Register notices) to the Department of Justice Office of Privacy and Civil Liberties (OPCL), which may include reports to the Office of Management and Budget (0MB) and Congress;
  • Reviewing DEA's information handling practices to ensure such practices are consistent with the protection of privacy; and
  • Providing legal advice and guidance to DEA program offices in support of the DEA Privacy Program on all of the preceding, including review of Initial Privacy Assessments (IPA), Privacy Impact Assessments (PIA), and drafting of System of Records Notices (SORN).

Supervisory/Management Authority:

  • This position will not have supervisory or management authority

Education and/or Experience:

  • J.D. or LLB from a law school accredited by the American Bar Association
  • Be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia
  • Demonstrated experience in privacy law or information privacy, or any International Association of Privacy Professional (JAPP) certification, is highly desired.

Knowledge, Skills and Abilities: 

  • Be admitted to practice before a state or federal court
  • Ability to obtain Public Trust
  • Excellent communication skills; both oral and written
  • US Citizenship status is required
  • The ability to successfully pass a federal background check and drug screen

Work Environment:

  • This position is performed in a secured federal office setting
