Cherokee Nation Security & Defense (CNSD) is currently looking for qualified Aviation and Protective Force Consultant assist the Dept. Of Energy (DOE) at the Savannah River Site.

DOE’s Savannah River Operations Office is responsible for oversight of the DOE's Environmental Management (EM) operations under the Office of Environmental Management (EM). The National Nuclear Security Administration (NNSA) also manages the Savannah River Field Office and the Office of Nonproliferation that perform National Security missions at SRS as tenant organizations.

CNSD is seeking an experienced security and risk based personnel that will be the primary responsible party for development, management and implementation of DHA’s insider threat policy and procedures. SUMMARY

DOE’s Savannah River Operations Office is responsible for oversight of the DOE's Environmental Management (EM) operations under the Office of Environmental Management (EM). The Office of Security & Safeguards is seeking an Aviation and Protection Force Consultant to work with the SRS Continuity of Operations Program (COOP) as described below.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Performs S&S Surveys using formal Lines of Inquiry in all SRS facilities in the Protective Force subtopical elements: Management; Training; Duties, Facilities and Equipment
  • Supports Federal Staff to manage program and perform routine oversight of PF Management. Evaluates quality and effectiveness of PF supervision; (2) Effectiveness of the assignment protective force resources to perform the assigned mission; (3) Adequacy of PF plans, instructions, orders, and memoranda of understanding with local law enforcement agencies; and (4) personnel policies and maintenance of personnel training and certification records.
  • Supports Federal staff to manage program and perform routine oversight of PF Training to include Job Task Analyses, Annual Training Plan, Training Records & Facilities, Instructor Qualifications
  • Supports Federal Staff to manage program and perform routine oversight of PF Duties. This will include evaluating through performance and knowledge testing General Skills (weapons, use of duty equipment, driving, communications, access controls, alarm station operation, knowledge of laws and orders), Canine handling, Aviation, Tactical Assaults and Techniques and Sniper Operations.
  • Supports Federal staff to manage program and perform routine oversight of PF Equipment and Facilities. Evaluates: Weapons and Explosives; Vehicles; Communications Equipment; (4) Individual special-purpose and duty equipment; and (5) Facilities, including fixed posts, locker rooms, fitness facilities.
  • Supports Federal Aviation Manager (AvM)/Aviation Safety Officer (ASO) staff to manage aviation programs and perform routine oversight of contractor management of Aviation Programs to include security helicopter operations, UAS operations, military training exercises, and external aviation operations (SCE&G, U.S. Forestry, etc.). Evaluates the quality and effectiveness of contractor aviation management / supervision, effectiveness of the assignment of aviation resources to perform the assigned mission
  • Support the Federal Aviation staff in the development of aviation implementation plans, aviation safety documents, and Flight Readiness Review Boards (FRRB) and associated risk management and mitigation. Evaluates the adequacy of aviation operational and safety procedures in compliance with regulations, orders, policies, compliance with aviation safety policy, trending of aviation safety performance data
  • Supports Federal aviation staff to manage program and perform routine oversight of Aviation Training Programs (security helicopter and UAS). Evaluates the Job Task Analyses, FAA and site-specific annual training and qualifications, training records, flight instructor qualifications; and training effectiveness.  Attends military training coordination meetings. Evaluates compliance with and maintenance of aviation personnel training and certification records
  • Supports Federal aviation staff to perform routine oversight of site aviation duties. Evaluates through performance, observation of operational activities, and validation of compliance of general skills and knowledge (aviation operations, training, maintenance, records, and aviation safety); and implementation and execution of regulations, orders, policies and procedures.  Conduct daily oversight of aviation operations and programs through conducting operational awareness activities, participating in safety meetings, review of operational procedures, and validation of effective implementation of aviation regulations, policies, and procedures.  Participates in assessments and surveys of the aviation programs in support of DOE-SR Safeguards and Security (S&S) Surveys, DOE Enterprise Assessment (EA) Inspections, and DOE Office of Aviation Management (OAM) Inspections.
  • Supports the Federal Aviation staff in aviation accident or incident investigations and provides assistance in the notifications /reporting, causal analysis, and corrective action implementation. Ensures that aviation personnel report mishaps, hazards, and concerns to the Federal AvM/ASO and supports the review and development of notifications and reporting to DOE Office of Aviation Management (OAM) and/or the Occurrence Reporting and Processing System (ORPS).

SUPERVISORY/MANAGEMENT AUTHORITY

EDUCATION and/or EXPERIENCE

  • A combination of 10 or more years of generalized experience in DOE Protective Force programs.
  •  (5) years experience in evaluation and assessment of PF programs.  Familiarity with vulnerability assessment and physical protection programs.
  • Working level Knowledge of NMC&A Accounting Systems.
  • Bachelor of Science degree or equivalent.
  • Technical writing and editing proficiency and experience.
  • 3-5 years of aviation experience (military and/or civilian) including pilot certification and flight experience (helicopter operations preferred), aviation maintenance, and/or aviation safety. Experience with Unmanned Aircraft Systems

KNOWLEDGE, SKILLS AND ABILITIES

  • Position requires a DOE “Q” level security clearance
  • Knowledge of Federal Aviation Administration (FAA) regulations (14 CFR Aeronautics and Space), specifically Part 91, General Operating Flight Rules, Part 135, Operating Requirements: Commuter and On Demand Operations and Rules Governing Persons on Board Such Aircraft, and Part 107, Small Unmanned Aircraft Systems.
  • Shall meet the qualifications established in the “Departmental Aviation Manager and ASO Functional Qualification Standards” (DOE-STD-1164 or DOE-STD-1165) within 18 months of assignment.  

WORK ENVIRONMENT

Typical work week 4 days a week (7-4) but can be intermittent hours if schedule demands
