SUMMARY

Responsible for the control and coordination of all required actions to support the successful deployment, operation and management of the Defense Travel System (DTS) for the AMEP staff and other personnel who may be funded by AMEP for travel purposes. Functions include liaison between Defense Travel Management Office (DTMO) and Commercial Travel Office (CTO) regarding the functional use of DTS, analysis of problem areas, and assisting with ticketing issues. Serves as subject matter expert on-site with responsibility for help desk operations and resolution of travel issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:

  • Review AMEP support requirements because of changes in regulatory travel guidance, increasing travel or budget requirements, personnel changes, etc.
  • Provide updates to AMEP program management outlining office operations, program status, and resource availability, recent travel activities, and new projected travel requirements.
  • Serve as the Point of Contract (POC) for DTS to resolve day-to-day issues; oversee the entire AMEP DTS program and provide guidance to all points of contact on travel funds usage and troubleshooting of problems.
  • Provide financial status reports and program updates through routine communication with AMEP stakeholders, to include the Africa Center for Strategic Studies (ACSS), Department of State, Office of the Secretary of Defense, Africa Command and others as instructed by the COR.
  • Work with AMEP and budget office counterparts to obtain, monitor and track program funds.
  • Work closely with program managers/CORs in utilization of resources, resolving problems and determining funding/resource requirements.
  • Work with program managers/CORs to create budget requirements showing obligations.
  • Research, compile findings and make recommendations for development and implementation of procedures for financial management and budgeting functions in support of program/activities.
  • Provide advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds.
  • Assist with developing/improving and monitor program-related databases, to include contact information details, biographies, institutional affiliations, and thematic/regional expertise for AMEP resource persons, academic leads and other information as instructed.
  • Identify resources, methods of project accomplishment and deadlines to assure the successful completion of AMEP training activities and operations.
  • Manage AMEP logistical, travel, and operational issues for the U.S. Academic Leads and associated staff delivering training activities in Africa as well as African partners traveling to CONUS.
  • Assist with AMEP travel requirements (e.g., visas, theater clearance and force protection requirements) for AMEP personnel.
  • Draft and finalize program-related correspondence and after-action reports.
  • Provide status reports and program updates through routine communication with AMEP stakeholders, to include, Department of State, Office of the Secretary of Defense, Africa Command and others as instructed by the COR.
  • Assist with developing, improving and maintaining recordkeeping systems (paper and electronic) that allow for archiving, while facilitating ready access for purposes of day-to-day program development, management, and execution.
  • Serve as the AMEP budget/travel support staff representative on ACSS project teams, coordinating within ACSS as well as with other organizations on program planning and preparation of operational and logistics matters related to the execution of AMEP events, to include workshops and working group meetings.
  • Work with ACSS sections and augmented staff on all operational, logistics, and program-related issues during the development and execution of AMEP activities.
  • Performs other job related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY
No supervisory or management authority.

EDUCATION AND EXPERIENCE
Eight (8) years’ experience managing a budget and financial data for an office and/or project.  Five (5) years’ experience providing support to a program or project, such as operations, logistic, record keeping and/or writing official reports or presentations.  Three (3) years’ experience working with Microsoft Office Suite.  One (1) year of experience supporting travel requirements for an office and/or program, with preference but not required experience of the Defense Travel System (DTS).

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated knowledge of U.S. Government travel policies, the Joint Travel Regulation (JTR) and proficiency in the use of the Defense Travel System (DTS) software is required.
  • Knowledge of current federal budget policies and regulations, and the ability to apply them to the work environment.

  • U.S. Citizenship.

WORK ENVIRONMENT
Work will be conducted in a climate controlled office environment. Travel to other sites, including Africa.
