The Defense Health Agency (DHA) is a Combat Support Agency supporting the healthcare needs of our warfighters and beneficiaries throughout the Military Health System (MHS). The DHA is embarking on the monumental task of taking over management and oversight of all MHS Direct Care Facilities by October 2019 as mandated in Public Law 114-28, the 2017 National Defense Authorization Act. This transition is to achieve greater standardization of healthcare across the MHS and streamline management of healthcare activities. This new era will require increased knowledge sharing, agility, integration, and continuous improvement to positively influence the success of the current and future health of all stakeholders served.


CNSP (Cherokee Nation Strategic Programs) is seeking a Journeyman (Mid-Level) Marketing and Communications Specialist to assist with the provision of Knowledge Management and Stakeholder Engagement for the DHA Clinical Support Division (CSD), Patient Safety Program (PSP) and The Office of the Deputy of the Assistant Secretary of Defense Health Services Policy and Oversight (HSP&O) Programmatic and Technical support contract. This contract provides programmatic and technical support for the DoD PSP, the DHA CSD (Medical Affairs/J-3), and Office of Assistant Secretary of Defense (OASD) Health Affairs (HA) HSP&O in five major areas: professional consultative services, management studies/MHS/DoD data analysis, preparation of responses, reports, documents, and correspondences, meeting support and policy development/communication/education/drafts.



Includes the following:

  • Perform as the Knowledge Management and Stakeholder Engagement Lead through coordination amongst internal and external customers, coordination and collaboration of patient safety governance meetings, identification of patient safety issues, and provision of consultative expertise to the Patient Safety Program (PSP) in developing strategic direction.
  • Develop internal communications and ensure external stakeholder engagement across the evolving DHA footprint using a wide range of media platforms.
  • Develop processes and systems that support effective internal and external communications planning and execution for stakeholder engagement.
  • Draft and edit content for social media, public announcements, fact sheets, presentations, and associated media and materials.
  • Draft and edit content for articles in technical and general media publications, newsletters, and knowledge and technology transfer platforms.
  • Create summaries and briefings of technical and/or research reports for technical and lay audiences.
  • Oversee monitoring of stakeholder orders of knowledge products and re-ordering as required.


SUPERVISORY/MANAGEMENT AUTHORITY: This position serves as the Knowledge Management and Stakeholder Engagement Team Lead



  • A Bachelor's degree in Marketing, Communications, Business Administration or a closely related field is required
  • A Master’s degree in Marketing, Communications or an MBA is preferred
  • Three (3) to seven (7) years’ of direct experience with Marketing and Strategic Communications in a medium or large healthcare organization; Defense Health Agency (DHA) experience is preferred.
  • Experience conducting effective technical presentations to client management and professional coordination with a variety of project stakeholders.
  • Strategic Communications experience.
  • Working experience with federal directives, agency, and department policies and regulations is preferred.
  • Experience with Quality Management and Patient Safety principles preferred.





  • Excellent organizational, critical thinking and communication skills; both oral and written.
  • Ability to work well under pressure, multitask and meet aggressive deadlines.
  • Able to cope under stressful situations – handles complex assignments
  • Proficient in Microsoft Office Suite, SharePoint and other knowledge sharing platforms for sending, monitoring and tracking communications
  • Proficient with Social Media utilization and Marketing techniques.
  • Have a proactive approach and attitude; takes initiative without prompting.
  • Dependable, reliable and accountable.
  • Manage and multitask across multiple communications and outreach projects simultaneously, prioritizing demands on a daily, weekly and monthly basis.
  • U.S. Citizenship required.
  • The ability to successfully pass a drug screen and a federal background check is mandatory.
