Business Development Specialist (Construction) Washington, DC or Tulsa, OK (ID#14224)

Responsible for working with the Cherokee Nation Environmental Solutions Operations team, along with the Sr. Director of BD for the Environmental & Construction Sector, and EGM to develop and implement business objectives, initiatives and processes.  This position must be able to identify, capture and close multiple projects concurrently.  Responsible for:

  • Maintaining strong relationships with existing customers in the federal construction/environmental segments

  • Building market position by identifying new clients

  • Develop, negotiate, and close business agreements sufficient to meet or exceed the company growth goals

  • Assesses new markets and analyzes new business opportunities

  • Develops new relationships with teaming partners and customers

  • Assists in writing, editing, and production of original and compliant proposal documents

  • Have a sufficient technical level of understanding to effectively evaluate opportunities


Includes the following (Other duties may be assigned):

  • Responsible for developing new market initiatives, assessing new markets and analyzing new business opportunities

  • Identify and monitor industry and market trends

  • Protect and develop the organization's image my embodying professional demeanor and practice in all business dealings and reflecting the highest standards for honesty and integrity of CNB and the Environmental & Construction Sector.

  • Integrates with the sector Business Development Team to leverage knowledge for success

  • Build, develop, and manage trusted relationships with key agency decision makers and executives (e.g., CO, KO, COR, PM) to promote the Cherokee Nation Environmental Solutions advantage and position the company to pursue and win opportunities as they get released or sourced.

  • Drives the Capture process of the proposals and assist in that effort

  • Travels to customers and teaming partners to establish and maintain relationships

  • Manages Sales Force system by tracking and updating opportunities

  • Supports in writing, editing, and producing proposal documents that are distinctive, highly competitive, and fully compliant with RFP requirements

  • Reviews the scope of solicitations for requirements and need for and selection of teaming partners


No supervisory responsibility. Assignments received in broad terms with timelines and objectives set to achieve strategic goals of the Division for the Pipeline.


  • Bachelor’s Degree in Marketing/Sales, Business Administration, Supply Chain, Construction Management, Environmental or related field

  • 10-15 Years of related experience in a construction/environmental related environment

  • Direct Experience in developing business, and establishing relationships for a small (8A, Hubzone) construction/environmental related business, (10 Years minimum required)

  • Direct experience working for federal clients

  • Experience with capturing contracts valued at up to $50M

  • Ability to access Federal offices, military bases, USG sites.


  • Acts in a Federal Business Development/Capture capacity, and is responsible for selling the Construction/Environmental Management and Program/Project Services to the Federal Government, Contracting Officers and Owners.

  • Verifiable record of accomplishment in establishing relationships with teaming partners and tracking business opportunities.

  • Verifiable record of accomplishment in establishing relationships with clients and tracking business opportunities.

  • Business technology skills to include: Microsoft Office Tools, Salesforce, Agile Point etc.

  • Interpersonal skills; patience; problem solving skills; attention to detail; organization skills; accuracy; time management

  • Supports the capture of highly complex opportunities

  • Gains access and manages relationships with senior level technical personnel and decision makers

  • Uncovers critical processes and validates operational strengths and challenges within the customer’s environment

  • Competent in industry accepted capture processes and procedure (Shipley Etc.)

  • Proficient in identifying federal government contract by using the following tools:  Agency Forecasts, FedBizOps, GovWin

  • Proficient in identifying opportunities with US Army, US Air Force, US Navy, DoE, DoS, USACE, etc.  

  • Currently possess or capable of obtaining a security clearance


This position will involve frequent travel (up to 75%), with Home office located in Washington, DC or Tulsa, OK. Otherwise, this position is primarily performed in a climate controlled and professional office setting
