The Business Development Manager will be responsible for identifying, developing and managing new and existing customer relationships, as well as leading future business development activities, targeting the areas of Military Intelligence, Cybersecurity and National Security. The Business Development Manager will be responsible for establishing and building close Customer affinity in order to identify, develop, and capture new business opportunities within the Intelligence Community (DIA, NSA, etc.). Activities include business opportunity identification, opportunity qualification, business capture strategy development, and tactical business capture planning and execution.


Includes the following:

  • Align activities with capturing work competitively.
  • Support competitive & direct award procurement efforts.
  • Identify and drive work to task orders on established IDIQ and GSA contracts.
  • Develop projections and reporting for monthly, weekly and daily sales and sales contacts.
  • Develop and manage marketing/sales material.
  • Maintains good communication with the client, supervisor and peers within the organization to ensure both positive and negative feedback is communicated.
  • Serves as customer liaison, listening and understanding the customer issues and problems, providing a solution if possible, and following through on all commitments.
  • Lead business development and client management efforts within a customer focus area including initiating calls to prospective clients, preparing capability briefings and information packets, conducting client meetings to uncover, create opportunities that lead to new business and expand relationships
  • Lead BD/Capture activities to identify, qualify and create new business opportunities
  • Manage preparation and distribution of program information and capabilities, and technology briefings
  • Assist in setting proposal pricing based on scope, duration, and skills required
  • Prepare and deliver white papers and proposals that address customer requirements
  • Working with project management, facilitate customer kick-off meetings, client status meetings, and quarterly business reviews
  • Work with company program managers to identify and pursue follow-on opportunities
  • Work with company management to establish a budget for the business/functional area
  • Serve as the customer advocate during reviews to bring the voice of the customer into planning and strategy sessions
  • Attend workshops, trade shows, and seminars to maintain deep understanding of market segment and customer environment
  • Utilize CRM and opportunity funnel tools to develop and execute customer engagement and capture execution
  • Other BD and supervisory related duties as assigned
  • Travel as required


  • BS/BA Degree
  • Minimum of 5+ years of successful business development experience, demonstrating ability to create, identify, qualify, and win new business opportunities
  • Experience leading BD/Capture efforts for DoD contracts, including: strategy development, overall business development, and proven ability to close and win business



Demonstrated use of the Shipley Capture Process.

Operational experience within the intelligence community.

Top Secret Clearance w/ SCI eligibility required

Requires industry knowledge and established relationships with the Intelligence Community

Experience in readiness and sustainment of government system acquisition and lifecycle management

Strong interpersonal relationship skills to support new customer relationship development

Must possess very strong presentation, oral and written communications skills

Must demonstrate skills in communicating technical information to non-technical and technical customers, as well as how core technologies translate into customers’ critical capabilities

Recent program management experience (PMP Certified) and recent business development experience working with intelligence agencies

Demonstrated proficiency with Microsoft Office Products to include Word, Excel, Outlook, PowerPoint, and MS Project

In depth knowledge of at least one Intelligence Community organization gained from working with or within the organization for an extended period.


This position is primarily performed in a climate controlled office setting.  Travel will be required, including overnight stays.
