SUMMARY

Fort Bliss Army Installation is an active training facility located in the extreme western part of the State of Texas at El Paso and the south-central area of the State of New Mexico. The reservation occupies approximately 1.2 million acres covering two states and three counties. The Directorate of Public Works Environmental Division (ED)is responsible for the oversight of the installation's natural and cultural resources ensuring compliance with environmental policy, programs and legislation, managing the Regional Environmental Program in support of the Army's environmental strategy for pollution prevention, compliance, restoration and conservation. We are seeking a qualified individual to review, update, create and maintain the ED Compliance GIS data. Environmental compliance is currently responsible for developing and maintaining 60 data layers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Primarily performs GIS work which may include data development, map production, geodatabase design and development, non-spatial data tracking, and spatial analysis.
  • Provide first line user support to end users in mapping GIS data
  • Utilize ESRI GIS software to analyze geographic data and deliver results in multiple formats, including integrating non-spatial and spatial data
  • Convert data from hard copy maps and CAD drawings to GIS database format
  • Create detailed, specific maps including importing AutoCAD files
  • Enter data into database with minimal errors and identify discrepancies among data
  • Assess data accuracy and quality needs for a given project
  • Needs analysis of client map requests and workflow documentation
  • Quarterly reports of data quality.
  • Python scripting to help automate any of the above tasks.
  • Performs other job related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in Geography, Computer Science, Information Systems or related field
  • 2 to 3 years’ experience in the GIS industry or a related field, including experience with ESRI ArcGIS and geodatabase knowledge.

KNOWLEDGE, SKILLS AND ABILITIES

  • Extensive knowledge of ESRI tools, including ability to choose appropriate data, tools and settings to perform different types of GIS map creation
  • Geodatabase knowledge on ERSI Geodatabase formats
  • Understanding of concepts behind data management in a relational database
  • Solid oral and written communication skills
  • Technical writing skills
  • Ability to share GIS data, maps and workflows with ArcGIS users and non-ArcGIS users
  • Ability to create geoprocessing models to automate GIS tasks
  • Ability to prepare reports
  • Ability to multitask, organize and prioritize assignments effectively
  • Ability to identify discrepancies among data
  • Ability to maintain attention to detail
  • Ability to work both individually and within a team
  • Ability to think and solve complex problems
  •  Ability and proficiency to use Microsoft (MS) Office® software to prepare and modify reports, documents and data tracking.
  • Ability to obtain a Common Access Card (CAC) and a Fort Bliss driver-training cards and operate a motor vehicle.

WORK ENVIRONMENT

The duties of this position are primarily performed in a climate controlled office environment on Fort Bliss.  Limited field work may be required.
