CNSS is looking for a Civil Engineering Technician to support the Natural Resource Conservation Services and the National Design, Construction and Soil Mechanics Center (NDCSMC).



The National Design, Construction and Soil Mechanics Center (NDCSMC) is made up of two staffs or branches. One staff is the NDCSMC-Design Center staff. This staff reviews complex engineering designs from field offices and state offices from across the agency. These projects are engineering structures, and many are projects involving human health and safety. The NDCSMC-Design Center has the highest level of engineering skills and disciplines within NRCS, but for some projects the NDCSMC may not have the necessary skills on board to per-form reviews needed to ensure public health and safety. The contracted skills are necessary to support NRCS staff to produce a robust design review.

Projects may be in any of the 48 contiguous states, Alaska, Hawaii, Caribbean Area (Puerto Rico and US Virgin Islands) and Pacific Basin Area (Guam, American Samoa, Micronesia, Pa-lau, Marian Islands, Marshal Islands).


Essential Duties and Responsibilities:

Soil mechanics testing and geotechnical analysis for design of new or rehabilitated dam

Index testing include:

• Moisture Tests.

• Grain size distribution analyses by hydrometer method.

• Sand and gravel sieve tests and computes the test data.

• Specific gravity tests and computes the test data.

• Liquid limit and plastic limit tests and computes the test data.

• Moisture density tests, computes, and plots the test data.

Engineering property testing include:

• Triaxle shear

• Consolidation

• Flex-wall permeability

• Dispersion

• Salts


Supervisory/Management Authority:

This position does not have mgmt. authority or supervisory capacity.


Education and/or Experience:

  • Must be a US Citizen
  • Candidate will be subject to a US federal government background investigation and must be able to favorably pass a drug screen test
  • Minimum of a Bachelors and or Associates degree in engineering with a specialization in geotechnical analysis.
  • Minimum of 5 years proven experience in soil mechanics testing for engineering projects
  • Strong written and verbal communication skills.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).

Knowledge, Skills and Abilities

  • Experience with USDA policies, standards, and specifications
  • Experience working in construction engineering environment related to a large-scale Federal effort.

Work Environment:

  • This position is primarily performed outdoors and in all-weather environments, in a secured federal office setting, and/or a controlled office environment.
