We are in search of a Classification Specialist to support the Office of the Secretary of Defense (Health Affairs) (OASD) (HA) Human Resources Division. The ASD (HA) is responsible for the overall policy and guidance of the medical services of the military departments and the political sensitivities related to the activities as expressed by the OSD, Congress, the White House, and the civilian sector. The DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

Classification Specialist  

Essential Duties and Responsibilities

  • Reviews, Analyzes, evaluates and develops; Position Descriptions (PDs) and other relevant data (e.g. audits, organizational charts, OPM/DOD performance standards and policies/procedures) to develop a full list of tasks and competencies, including reviewing and inputting on the FASCLASS System (Fully Automated System for Classifications).
  • Interviews supervisor and key players to verify how the position is designed to function. Interviews incumbent(s) individually or in groups to gain a thorough understanding of how the job functions from the incumbent's perspective.
  • Compares gathered data for classification factors to make correct determinations, including series, grade, BUS and FLSA designations for GS, and SES as needed.
  • Prepares statements of differences and performance evaluation documentation if needed.
  • Reviews tentative results with the supervisor and modify as appropriate. Writes and submit final updated position descriptions, completed OF8’s, and classification evaluation statements. Develop strategic plan to provide classification process improvement.
  • Annually reviews and makes recommendations to Executive Leadership for improvement of policies, procedures, best practices concerning all human resource operations including classification-writing position evaluation criteria, postings and position descriptions, evaluations and assigning the correct (series, grade, and BUS codes) while maintaining, the FASCLASS, along with strategic talent management.
  • Recommends, evaluates, and participates in recruitment and retention, benefits administration, compensation and classification (writing and evaluating position descriptions including FLSA) administration, policy and procedures, employee-labor relations, staff development and training; implement and maintain a human resources information system (HRIS) that meets our human capital requirements and personnel information needs.
  • Monitors all office classification functions and transactions and, prepares a variety of reports utilizing various data bases and automated systems.
  • Analyzes operational trends and compiles data for analysis by top level managers.
  • Advises the official of any potential shortfalls in the projects or programs for which he/she is responsible and recommends solutions to deal with such shortfalls or problems
  • Conducts research on classification projects to gather all available data, analyzing the data to ensure that all relevant facts are presented, developing options and recommendations, and providing comprehensive reports on the subjects, as required.
  • Provides information or refers customers to the proper official or to officials in other agencies under the Department.
  • Provides expert guidance based on in-depth knowledge of the classification policies and precedents, well versed in departmental classification procedures and organizational structure.
  • Participates in special conferences conducted for Department executives.
  • Maintains information regarding issues and problems under the jurisdiction of the official.
  • Ensures that all issues or problems are addressed by subordinate offices and expedites actions, as necessary.
  • Drafts responses to general correspondence or inquiries addressed to the official.
  • Researches and coordinates with cognizant offices in developing such responses and, signs them as a representative of the official, when appropriate.
  • Performs other job related duties as required.

Supervisory/Management Authority

  • This position will not have supervisory authority.

Education and/or Experience

  • Bachelor's Degree in a related field and 4 years of related experience.

Knowledge, Skills and Abilities

  • Self-motivated and ability to work with little to no supervision.
  • MS Office tools required (Proficient in Word, Excel, and PowerPoint).
  • Mastery of classification standards and policy.
  • Comprehensive knowledge of HR Methodologies.
  • Ability to translate OPM Standards and Regulations.
  • Performs other duties as assigned.
  • Active security clearance, Position of Trust or Common Access Card (CAC) required.
