Job Description:

Cherokee Nation Businesses is seeking a senior-level Construction Cost Estimator to be our subject matter expert (SME) for analyzing Military Construction (MILCON) and large SRM projects throughout the Pacific and advising Air Force clients on paths forward in building future facilities throughout the Pacific (e.g., US facilities at host nation bases, new basing actions, and exercise-related facility improvements).

Clients include Pacific Air Forces (PACAF), the Air Force Installation Mission Support Center (AFIMSC) Det 2, the Air Force Civil Engineer Center (AFCEC), Naval Facilities Engineering Command (NAVFAC), US Army Corps of Engineers (USACE), and others. Primary work location is at Hickam AFB, Hawaii (Joint Base Pearl Harbor-Hickam, JBPHH), however, working from Guam might be acceptable.Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • Participate in in-process reviews for project planning, design, and execution throughout the construction lifecycle including:
    • Participate in design reviews (i.e. 35%, 65%, 95%) and construction milestones
    • Develop cost estimates using various methods, including parametric models
    • Analyze cost estimates developed by other professionals/peers
    • Identify and research factors affecting project costs
    • Provide forensic analysis and documentation as needed
  • Gather relevant documents; independently research industry costs and practices especially those affecting work in remote or non-US locations
  • Assist in writing specifications for all types of construction
  • Analyze strengths and risks of others’ estimates based on RFP, proposal, blueprints, specs, or other documents
  • Work with project managers and other consultants to find ways to reduce costs without endangering the success of the project
  • Create and maintain strong relationships with clients
  • Travel up to 25% to meet with contractors, customers, and team members
  • This position does not include preparing cost proposals or managing project budgets


Supervisory/Management Authority:

  • This is not a supervisory position, but will require providing mentorship, peer review assistance, and technical and professional leadership to colleagues (Cherokee, other contractors, and government personnel).

Education and/or Experience:

  • Bachelor’s degree in construction management, civil engineering, architecture or a related field
  • 10+ years of relevant experience (preferably in aviation, transportation, and public works)
  • 5+ years of experience in the planning or managing of engineering design or construction, or experience in overseeing large US federal government engineering projects
  • Experience with similar projects (e.g., new aircraft parking aprons and taxiways, hangars and support facilities, fuel systems, road improvements, fire protection, offices and secure space, and extensive earthwork)
  • Ability to obtain and maintain a US DoD–issued CAC card (i.e., NACI/SF85); current or prior SECRET clearance preferred
  • PMP is a plus

Knowledge, Skills and Abilities:

  • Well versed in the construction industry; current with the latest estimating technology and techniques
  • Advanced knowledge of construction principles
  • Excellent organizational skills for cost estimating and presenting findings to SMEs at construction companies and architectural/engineering (A/E) firms
  • Professional written and oral communication skills
  • WBDG, UFC, AFI, and other resources to identify and define project and process requirements
  • PACES and other cost estimating tools


This position is primarily performed in an office environment on US military base (HQ PACAF Building, Hickam AFB HI).  Requires international travel less than 25%.
