Construction Expert / Mgmt. Analyst III Washington, DC (ID#13803)

The Office of Security Affairs in the Bureau of African Affairs (AF/SA) has a requirement for one part-time, as needed, support services as Construction Expert. To provide a professional service employee to assist AF/SA personnel in the development, execution, data management, and oversight of program tasks. AF/SA has program responsibility for dozens of contracts and grants awarded by the Department of State (DOS) that support U.S. foreign policy goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Conduct pre-site visits to survey and assess existing structures.

Provide structure reports documenting existing conditions and provide professional evaluation on minimum and priority corrective actions necessary for any renovations or rehabilitation.

Assist in the preparation of SOWs, PWSs, and IGCEs during the pre-award phase of a contract and/or grant.

Assist, as a non-voting member, the Program Managers (PM) in the preparation with Technical Evaluation Panels and provide technical knowledge of the SOW, where needed.

Travel, including to Africa, as required.

EDUCATION AND EXPERIENCE

No Security Clearance required.

Master’s degree and at least five (5) years prior professional experience working in the construction discipline OR a Bachelor’s degree and at least ten (10) years prior professional experience working in the construction discipline.

Must have a minimum of five (5) years overseas construction management experience, including a minimum of three (3) years professional experience working in Africa.

Demonstrated professional experience requiring excellent communications skills, both verbal and written in a training environment.

Demonstrated fluency of English speaking and writing.

TRAVEL

This task order may require travel. All travel will be pre-approved with a request from the Government Manger, to the employee, to the Contractor Employer to the COR for final approval. Funds must be available before travel commences. All travel will be in accordance with the Federal Travel Regulation.
