Construction Management Engineer – Journeyman (ID 14334)

SUMMARY

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide.

We are looking for Journeyman Construction Management Engineer to support AFCEC’s Strategic Execution (CFSE) Branch providing Advisory and assistance service (A&AS) in support of design and construction projects valued between $500M and $1B in Facility Sustainment, Repair, and Modernization (FSRM), and Unspecified Minor Military Construction (UMMC).

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Providing technical input to project managers and management on complex technical issues.
  • Providing technical advice during evaluation of non-A&AS proposals.
  • Field review and forensics of contractor field performance.
  • Performing quality assurance oversight of Architect/Engineer and construction contractor technical work products, including assessment for compliance with applicable codes and design criteria.
  • Independent assessment of project risk during design and construction based on earned value management, critical path schedule achievement, compliance with required construction management submittals, and other risk indicators.
  • Familiarity with federal design and construction contracts;
  • Experience providing oversight of A/E design.
  • Providing technical training, lessons learned, and best practices to technical and project management staff.
  • Knowledge of Facility and Building systems- Roofing, Building Envelope, Interior Construction, MEP (Mechanical, Electrical and Plumbing), Building automation, etc.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory/management authority.

EDUCATION and/or EXPERIENCE

  • Bachelor Degree in Engineering or Architecture, Construction, Sciences, or Business/Management is required.
  • Minimum two (2) years’ experience with Air Force or DoD Facility, Infrastructure, and Project Management with design/construction agent (DA/CA) authority and execution.
  • Experience applying the Department of Defense Unified Facilities Criteria and Uniform Facilities Guide Specifications to complex facility construction projects.
  • Ability to coordinate access to facilities, set up briefings, and assist with facility personnel interviews.
  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance;
  • Strong written and verbal communication skills;
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint), Autodesk AutoCAD 2013, etc.
  • Read and understand BIM submittals, CAD drawings, old blueprints, and facility/project specifications.
  • Ability to multitask and meet aggressive deadlines.

  • U.S. Citizenship and DoD government security clearance NACI required
