Job Description:

The Construction Project Manager shall assist the government facility manager with performing a variety of tasks, relying on extensive experience and judgment to plan and accomplish goals, focus on the coordination and oversight of projects typically between the tenant federal agency and the onsite operations and maintenance contractor. Also, assists with preparing independent government estimates (IGE), monitoring and inspecting the work in progress to assure that work is being performed as planned and in compliance with contract specifications, safety regulations, and all applicable building codes and standards, coordinating projects from inception to close out and updating project progress activities in CMMS (Maximo).

Essential Duties and Responsibilities:

Includes the following (Other duties may be assigned):

  • Overall support, direction and management of the construction of a project.
  • Involvement in the estimating stage of a project to ensure that the required costs are covered.
  • Visit the construction site during the bid stage to determine constraints or special requirements.
  • Participate in the review of documents for constructability.
  • Maintain constructability reviews throughout the Basic and Detail Engineering Phases.
  • Participate in the Kick-off meeting to review and agree on the respective Scope of Work, special requirements, schedule, and budget.
  • Utilize Construction management methodologies, system and tools.
  • Lead the Construction Project Team and facilitate the communication and interaction among the functional representatives, internal and external.
  • Develop the Scope of Services for a Construction bid package, based on available Engineering documents, material take-offs, etc.
  • Work with the Estimator to develop a comparable estimate, based on the same documents in the bid package.
  • Forward all bid and subcontract documents to the Construction Site Manager for subcontract administration.
  • Work with the Construction Site Superintendent to implement the construction management infrastructure as required for the construction project, in accordance with applicable Policies, and Work Instructions.
  • Implement progress monitoring techniques for each subcontractor, in accordance with the applicable Policies and Work Instructions, or as may be required for a specific contract.
  • Review and approval of Field Change Notices.
  • Coordinate with Home Office personnel to develop and implement recovery plans for off-schedule and unanticipated eventualities.
  • Prepare periodic management and or customer reports and presentations as may be required.
  • Prepare and conduct Construction Management Team meetings as deemed necessary.
  • Performs other job related duties as required.

Supervisory/Management Authority:

This position  does not have mgmt. authority or supervisory capacity.

Education and/or Experience:

  • Minimum of three years of experience in construction project management.
  • Experience with high-end residential construction preferred, capability to provide overall administration and coordination of design and construction activities of both smaller rehabilitative and more complex and/or high visibility construction, skills and capabilities to ensure the quality and high standards of performance and compliance in both design and construction.
  • Experience interfacing with on-site carpenters, sub- contractors, construction managers, and local construction officials as well as working with directly with clients & in-house de-signers regarding change orders and interpretation of contract documents, drawings, submittals/approvals and any other issues that may arise.
  • Can use independent judgment to make on-site change order decisions and have the experience to negotiate with contractors.
  • Previous experience directing and coordinating trades.
  • Experience in managing multiple projects concurrently.
  • Ability to read, analyze, and interpret contract documents, blueprints, specifications, engineering reports, safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of clients, subcontractors, or employees of organization.
  • Ability to solve practical problems and deal with a variety of variables.
  • Possess knowledge of all facets of ground up building construction.
  • Must be able to pass a background investigation.
  • Must possess a valid driver’s license and insurance.
  • Present professional image at all times.
  • Computer skills (Microsoft Office – Outlook, Word, Excel, MS Project) a MUST.

Knowledge, Skills and Abilities:
