Correspondence Analyst

The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department of Defense’s (DoD) medical mission, manages the execution of policy issued by the Assistant Secretary of Defense for Health Affairs (ASD(HA)) and serves as the program manager for TRICARE health and medical resources.

This position has the crucial responsibility of providing the final edits to correspondence and other documents to ensure they are free of errors when delivered to Health Affairs Leadership for review and signature. Documents edited by the analyst include but are not limited to reports to Congress, Congressional responses, and other highly-visible reports. Much of this position’s work will be performed in the Correspondence and Task Management System (CATMS), the DoD’s official correspondence tool. The work performed is editing-intensive and requires that the analyst possess the skills to perform this work on day one. All additional skills, such as the use of CATMS, will be acquired on the job.

Responsibilities:

  • Provide in-depth editing of correspondence and other documentation to ensure they are free of errors and adhere to the DoD’s and DHA’s writing standards. Documents edited include but are not limited to memorandums, action memos, executive summaries, letters and reports to Congress.
  • Process Office of the Secretary of Defense (OSD) Components, Personnel and Readiness and HA Front Office edits to the Action Office for adjudication. Once adjudicated, the edits are to be reviewed to ensure completion prior to further processing for signature.
  • Ensure hard-copy correspondence packages are compiled properly for HA Leadership review and signature.
  • Review taskers containing correspondence and assign them to the appropriate offices, using CATMS, for review, signature or other action.
  • Review incoming mail correspondence, initiate in CATMS and decipher the correct action office.
  • Process official signed documents for closure and mailing. When applicable, assign to OSD Components via CATMS.
  • Review HA/DHA office’s completed taskers to ensure they have been properly completed prior to overall completion of the tasker.
  • Participate in daily meetings with the client and team.
  • Conduct outreach, via phone and email, to obtain the status of correspondence actions in CATMS.  Outreach is internally conducted within HA/DHA and other correspondence management functions in the OSD.
  • Obtain a high proficiency in CATMS to include but not limited to initiating, assigning and completing taskers, along with generating reports from the system.
  • Assist teammates with correspondence reports.
  • Field incoming questions regarding CATMS use and correspondence.
  • Provide feedback to the team and other stakeholders on areas of improvement, such as common grammatical and formatting errors.
  • Other duties, as assigned.

Clearance Requirement:

  • Ability to obtain and maintain a Secret clearance. An active DoD Secret clearance is strongly preferred.

Education Requirement:

  • College degree preferred, or equivalent, relevant work experience.

Required Qualifications:     

  • Experience in editing and formatting documents in Microsoft Word to ensure the documents are free of grammatical, spelling and mechanical errors. Experience in editing official government correspondence is a plus.
  • Experience using CATMS is highly desired.
  • Understanding of the DoD and Military Health System is highly desired.
  • DHA and/or federal government contracting experience is highly desired.
  • Exceptional ability to explain matters clearly and concisely.
  • Must possess strong organizational and time management skills to manage multiple deadlines.
  • Ability to quickly adapt to sudden priority changes.
  • Must be able to work in a team environment where strong communication skills, both verbal and written, are heavily relied upon.
  • Ability to work as a self-starter and with a sense of urgency.
  • Must be able to interface with the client and team in a professional, presentable manner.
  • Proficiency in other Microsoft Office tools; high proficiency in Excel is a plus.
  • Fluency in the English language.
