The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department of Defense’s (DoD) medical mission, manages the execution of policy issued by the Assistant Secretary of Defense for Health Affairs (ASD(HA)) and serves as the program manager for TRICARE health and medical resources.

This position has the crucial responsibility of providing the extensive editing of correspondence and other documents to ensure they are free of errors when delivered to DHA Leadership for signature. A majority of this position’s work will be performed in the Correspondence and Task Management System (CATMS), the DoD’s official correspondence tool. The work performed requires that the candidate possess relevant, proven experience in editing and writing documents prior to starting the job. All additional skills, such as the use of CATMS and knowledge of the DHA’s writing standards, will be acquired on the job.

Responsibilities:

  • Edit, proofread and make/obtain any required corrections to all outgoing correspondence documentation packages to ensure they are complete, free of errors and adhere to the DoD’s and DHA’s writing standards, such as the DoD Manual for Written Material. Documents edited include but are not limited to memorandums, action memos, executive summaries, reports to Congress and manuals.
  • Verify that all required coordination (signature) is received prior to final signature.
  • Contact the correspondence action officer when clarification is needed.
  • Review taskers containing correspondence and assign them to DHA offices, using CATMS, for their review and coordination or other action.
  • Review incoming mail correspondence, initiate in CATMS and decipher the correct action office.
  • Work closely with Management, Government Representatives and the team to identify and rectify shortcomings in current documentation.
  • Ensure hard-copy correspondence packages are compiled properly for DHA Leadership review and signature.
  • Conduct outreach, via phone and email, to obtain the status of correspondence actions in CATMS.
  • Create reports pulled from CATMS (Excel format) displaying overdue actions and other metrics for DHA Leadership’s review.
  • Participate in daily status meetings with the client and team.
  • Obtain and maintain a high proficiency in CATMS and the ability to field inquiries on how to navigate the system.
  • Obtain and maintain familiarity with the DoD Manual for Written Material.
  • Provide editing guidance and feedback to the team and other stakeholders.
  • Update DHA correspondence templates, as needed, for upload to the DHA’s internal SharePoint site and shared drive.
  • In time, the candidate will provide training on how to draft correspondence and use CATMS; some classes will be provided at off-site locations throughout the Continental United States.
  • Arrange training logistics, such as the training rooms, the trainee roster and training materials, as needed.
  • Other duties, as assigned.

Clearance Requirement:

  • Must be able to obtain and maintain a DoD Public Trust clearance.

Required Qualifications:     

  • Bachelor’s degree in English, Literature, Business or other related discipline.
  • Three years minimum related experience.
  • Self-learner with a strong editing background who is able to learn complex processes effectively
  • Experience in preparing government correspondence is highly desired.
  • High proficiency and proven, relevant experience in editing and formatting documents in Microsoft Word to ensure the documents are free of grammatical, spelling and mechanical errors.
  • Exceptional ability to explain matters clearly and concisely.
  • Must be able to interface with the client stakeholders and team in a professional, presentable manner.
  • Advanced skills in Microsoft Excel are highly desired.
  • Proficiency using the remaining Microsoft Office Suite tools.
  • Solid understanding of DoD terminology.
  • Knowledge of Military Health desired.
  • Strong organizational skills to manage multiple timelines and quickly complete tasks within the constraints of clients’ established timelines.
  • Ability to quickly adapt to sudden priority changes.
  • Ability to work in a team environment where strong communication skills, both verbal and written, are heavily relied upon.
  • Ability to work as a self-starter and with a sense of urgency.
  • Ability to travel up to 3%.
  • Fluency in the English language.
  • DHA or other DoD experience is a plus.
