SUMMARY

The Counternarcotics Program Manager is responsible for the startup, growth, and successful operations management of the Counternarcotics Division.  The position will also provide support in the creation of contract operational plans and budgets. Leads internal efforts to build a market leading, focused, credible, relevant line of business that successfully supports the client’s mission in a competitively superior manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Oversee program management and stakeholder interface for federal contracts based in Colombia and Mexico, with other countries and agencies as assigned/necessary.
  • Draft, present, and execute strategy and business plan for operational success and business growth.
  • Act as principle subject matter expert for counternarcotics business across federal solutions.
  • Work directly in support of federal programs when necessary, potentially as a direct billable position.
  • Partner with business develop team to locate and position for future contract wins.
  • Leads the overall execution of statements of work with appropriate staff.
  • Leads recruiting efforts, subcontractor relationships, client relationships and interface, all other matters associated with the successful completion of the SOW and accomplishment of superior CPARS.
  • Strategically positions the Counternarcotics Division for short and long-term growth by building core capabilities in the counternarcotics field.
  • Perform other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

Management of professionals, likely within Federal Solutions, will be assigned as necessary.

EDUCATION and/or EXPERIENCE

Requires a Bachelor’s Degree in a related field of study and minimum of 10 years of counternarcotic experience.  Direct experience with foreign government relations, including partnering with US allies to build and improve program operations.

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong organization and interpersonal skills, with excellent oral and written communication skills.
  • Fluent in Spanish and English.
  • Strong foreign government relations/diplomatic experience.
  • Strong knowledge of federal procurement practices.
  • Strong program management experience.
  • Advanced understanding of federal contracting.
  • Advanced business process design and management.
  • Willing and able to immediately relocate.
  • Ability to obtain appropriate and maintain security clearance required per contract.
  • Willing to work in a restrictive hardship environment with potential exposure of criminal elements.

WORK ENVIRONMENT

This position is primarily performed in a climate controlled office setting that will require minimal physical labor, mental and visual effort.  May require travel in excess of 50%.  Willing and able to move throughout the Latin America region for TDY assignments as necessary.
