The US Coast Guard (USCG) Technical Information Management Branch is a part of the Surface Forces Logistics Center’s Engineering Services Division located in Baltimore Maryland and is comprised of two sections: Drawings & Graphics Support Section, (DGSS); and Publication Production & Distribution Section, (PPDS). TIMB was established to support the missions of the SFLC and C4IT Service Center communities through the acquisition, development, maintenance and distribution of current and accurate technical information and data.  We are looking for a Senior Data Analyst

 

The primary focus of the Senior Data Analyst is promulgating technical data products including 3D Models, Engineering Drawings, MPCs, TCTOs, Technical Publications, IPBs, and other non-enterprise documents as an S1000D based Interactive Electronic Technical Manual (IETM) hosted within a Common Source Database (CSDB).

 

We are seeking a Data Analyst (Senior IETM Data Analyst) to assist in the management and maintenance of the USCG Coast Guard-Logistics Information Management System Surface Technical Information Portal (CG-LIMS STIP).

 

Responsibilities:

  • Publish technical data products including 3D Models, Engineering Drawings, MPCs, TCTOs, Technical Publications, IPBs, and other non-enterprise documents as an Interactive Electronic Technical Manual (IETM)
  • Record, edit, and develop videos of maintenance actions performed on equipment and publish them within the IETM to enhance fleet maintenance execution.
  • Determine USCG IT requirements for sustaining newly acquired or non-standard IETMs, Viewer, and other associated content.
  • Promulgate technical data products including 3D Models, Engineering Drawings, MPCs, TCTOs, Technical Publications, IPBs, and other non-enterprise documents as an S1000D based Interactive Electronic Technical Manual (IETM) hosted within a Common Source Database (CSDB). 
  • Record, edit, and develop videos of maintenance actions performed on equipment and publish them within the IETM to enhance fleet maintenance execution
  • Determine USCG IT requirements for sustaining newly acquired or non-standard IETMs, Viewer, and other associated content 
  • Develop process guides and workflow diagrams detailing plans for transition and sustainment of IETMS. Perform reviews and analysis for Contract Data Requirements List (CDRL) deliverables of the IETM for the Fast Response Cutter program
  • Provide detailed reports as needed to outline issues and deficiencies found in IETM submissions
  • Support IETM Lead in providing training to Technical Information Management Branch staff on S1000D, XML, IETM Management and any other pertinent topics. Assist IETM Lead in consulting as industry expert with the customer, and provide advice on policy development, planning and implementation
  • Identify current USCG software/hardware capabilities to determine the means necessary of transitioning sustainment of the IETM in its fullest capacity to the USCG.
  • Determine the infrastructure necessary to optimally support it within the constraints of the Coast Guard Data Network (CGDN)
  • Perform other job related duties as required

 

Qualifications:

  • A bachelor’s degree in a related technical field is highly desired; a High School Diploma or equivalent is required 
  • Experience developing, revising and analyzing XML content using Notepad++, WinMerge or equivalent as supported by the USCG as it pertains to Interactive Electronic Tech Manuals is a plus
  • An understanding of technical requirements called out in major acquisition contracts, and able to gain an understanding of USCG requirement is highly desired
  • Familiarity with S1000D, XML and IETM Management.
  • Working knowledge with the Coast Guard Data Network (CGDN) is required
  • Proficient in the use of Microsoft Office products to develop written documents, track requirements and other project specific tasks
  • Excellent communication skills; both written and oral are mandatory
  • Ability to successfully pass a federal background check and a drug screen
