The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department of Defense’s (DoD) medical mission, manages the execution of policy issued by the Assistant Secretary of Defense for Health Affairs (ASD(HA)) and serves as the program manager for TRICARE health and medical resources.

This position has the specific responsibility of supporting the J-1 Directorate, Division, Branch and Section Chiefs in the development of the J-1 budget by reviewing the status of funds reports, assisting in the development of the J-1 Program Objective Memorandum (POM), assisting in the development of the J-1 annual travel plan, monitoring the execution of all J-1 budget activities, and reviewing and recommending for approval the J-1 travel expenditures.  This position’s work will be performed at the DHA Gatehouse facility.  The work performed requires that the analyst have the skills to perform this work on day one; any additional skills or requirements will be learned over time.

Data/Budget Analyst

Essential Duties and Responsibilities

  • Support J-1 audit readiness by supporting communications and data calls with the DHA MICP Office.
  • Assist in the development and definition of the Business Assessable Units with their respective owners.
  • Compile the 5 CDRLs for the Annual Statement of Assurance (ASoA) and track Directorate progress toward each ASoA.
  • Conduct assessments of the administrative programs to ensure compliance with established measures and metrics in order to ensure continuous process improvement.
  • Support the J-1 Directorate, Division, Branch and Section Chiefs in the development of the J-1 budget by reviewing the status of funds reports.
  • Assist in the development of the J-1 Program Objective Memorandum (POM).
  • Assist in the development of the J-1 annual travel plan.
  • Monitor the execution of all J-1 budget activities.
  • Review and recommend for approval the J-1 travel expenditures.
  • Other duties, as assigned.
     

Supervisory/Management Authority

  • This position will not have supervisory/management authority.

Education and/or Experience

  • 4 year college degree preferred, or equivalent work experience
  • Subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
  • Minimum of a DoD public trust clearance is required.

Knowledge, Skills and Abilities

  • Must possess a knowledge of basic accounting principles.
  • DoD experience with budgets and spend plans is required.
  • Proficiency with the Microsoft Office Suite, primarily Word and Excel.
  • Ability to work in a team environment where strong communication skills, both verbal and written are required. 
  • Ability to work as a self-starter and with a sense of urgency.
  • Must be able to interface with the client stakeholders and team in a professional manner.
  • Exceptional organizational, time management and verbal/ written communication skills.
  • GFEBS (General Fund Enterprise Business System) experience is preferred. 
  • The ability to efficiently read, write, and clearly speak English.
  • The ability to read and understand DHA and/or federal government contracts.

  • This position is primarily performed in a climate controlled office setting.
