SUMMARY

The services provided under this contract support the Defense Health Agency’s (DHA) requirement for a strengthened and robust full-service Military Personnel Support Division (MPSD), equipped to provide the full array of human resources (HR) support services across multiple functional disciplines and programs. Specifically, this position advises on and performs all facets of the military education and training/readiness program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for military education and training and readiness by devising and implementing training plans, guidelines and procedures, readiness reports and assessments for the agency and individuals assigned.
  • Ensures that training and readiness are conducted in accordance with Service-specific training and readiness doctrine. Prepares training and readiness guidelines, individual training and readiness records, operation orders, mobilization plans, SOPs, and readiness reports.
  • Prepares for agency yearly training workshop to develop yearly training and readiness plans with agency leadership. Prepares for monthly agency training meetings.
  • Prepares training schedules and plans for approval by agency’s approval authority. Maintains training and readiness guidance and documents as required by the agency and Service-specific guidance. Prepares correspondence for approval by appropriate approval authority.
  • As required, completes training expenditure forecasts. Coordinates training programs for the agency to include the scheduling of training areas, obtaining equipment and other materials required for testing of personnel and training scorer/evaluators or test officers.
  • Procures, designs, reproduces, and distributes a variety of training aids, map overlays, and transparencies that are necessary to agency personnel for the efficient operation and training of the agency. Manages use of school quotas, training support and other training resources as allocated to the agency.
  • Prepares and forwards requests for training for all agency members ensuring applicants are eligible to attend the school requested and all prerequisites have been met. Prepares or requests the appropriate personnel actions upon completion of required training and other qualifications.
  • Coordinates, schedules, and monitors the use of training facilities, areas and ranges for annual and inactive duty training. Makes recommendations regarding training and readiness of military personnel to the Chief, MPSD in support of the agency achieving its training and readiness mission.
  • As required, provide ad hoc onsite staff assistance.
  • Updates completion of computer based training, Physical Readiness evaluations, weapons qualifications and various other Individual Training Reports in Tri-service training databases and systems. Compiles and tracks reports pertaining individual readiness criteria; predicts and forecasts trends in training compliance.
  • Tracks and reports the completion of Professional Development courses across the tri-services.
  • Assists in the coordination and execution of Professional Development symposiums.

SUPERVISORY/MANAGEMENT AUTHORITY

  • None.

EDUCATION and/or EXPERIENCE

  • Existing secret security clearance desired, existing T3 investigation required.
  • 5-10 years of experience in military education and training/readiness required.
  • Prior military service desired.

KNOWLEDGE, SKILLS AND ABILITIES

  • Proficiency in Microsoft Office Suite required.
  • Proficiency in Army Training and Readiness Program required.
  • Proficiency in Navy Training and Readiness Program required.
  • Proficiency in Air Force Training and Readiness Program required.
  • Proficiency in DoD Training and Readiness Program required.
  • Proficiency in Service-specific Professional Military Education required.
  • Proficiency in Service-specific Training and Readiness Databases required.
  • Ability to work under a federal contract supporting a DoD client, especially in the handling of sensitive but unclassified client information required.
  • Familiarity with the Military Health System (MHS) and DHA desired.

  • Climate-controlled office during normal business hours.
