This contract requirement is to provide assistance in the design, studies, investigations, construction management and facility support (design and construction) for the Facilities Engineering Commands (FEC) and its associated Facilities Engineering and Acquisition Divisions (FEAD) and Resident Officer in Charge of Construction (ROICC) Offices. These offices are responsible for the administration of NAVFAC contracts for design, construction, alterations, additions, maintenance, rehabilitation and demolition and facilities services of shore stations in their area of responsibility.

This task order is for professional support services to NAVFAC Mid-Atlantic in the form of advisory and assistance services. Such services will not include tasks that would be subject to FAR Part 36 or the Selection of Architects and Engineers Statute (formerly The Brooks Act).


We are seeking an Electrical Mechanical Engineer to support the NAVFAC Mid-Atlantic Professional Services contract. This contract will assist NAVFAC with their capital program throughout their Area of Responsibility (AOR).



  • The incumbent provides independent, timely and professional specialized mechanical engineering support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development. The incumbent participates in conferences with project stakeholders and collaborates with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
  • Typical projects include new and renovation of administration, industrial, research, recreational, medical, security, waterfront, airfield, and living facilities. Typical types of work include: interior and exterior lighting; facility power distribution systems, including standby power generation; telecommunication systems – including voice, data, cable TV and Wi-Fi; security systems – including closed circuit TV; grounding systems; lightning protection systems; medical facility systems; audio visual systems; and site electrical distribution including medium-voltage distribution switchgear, substations, and transformers; site systems distribution; and overhead and underground distribution.



  • BA/BS in Electrical Engineering
  • Completion of a course of studies accredited by the Accreditation Board for Engineers and Technology (ABET) for an electrical engineering program from a college or university supplemented by a considerable amount of hands-on facilities design experience
  • A minimum of 5 years of professional electrical engineering code compliant facilities design experience for new construction, including renovation design experience
  • Substantial knowledge and practical application of electrical engineering concepts, theories, principles, practices, and techniques necessary to plan, design, construct and maintain a wide range of shore based engineering projects.
  • Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to electrical engineering design, including the NFPA 70(National Electrical Code), IEEE C2 (National Electrical Safety Code), and the International Building Code.
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting electrical engineering design throughout the NAVFAC Mid-Atlantic AOR.
  • Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of related architectural and engineering fields and their associated impacts as related to electrical engineering design.
  • Conducts field evaluation and generates review comments for electrical design proficiency in accordance with code standards for in-house and A&E design submittals. Ensures comments are resolved and incorporated into the design. Assures A& E contract work has been satisfactorily completed. Conducts site visits prior to design to conduct assessments to generate electrical systems designs requirements. Assists with construction quality assurance by performing code required special inspections or required electrical observation. Witnesses acceptance testing and provide trouble shooting recommendations of electrical equipment and systems as part of the facility commissioning process.
  • Knowledge and experience with AutoCAD and/or REVIT software, Microsoft Office products, electrical engineering design and analysis software and other applicable DoD computer systems and software used by the Command.
  • Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts. Ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of and full compliance with Safety Policy and Guidance and use of personal protective equipment.



  • MA/MS degree in Mechanical Engineering
  • Registration as Professional Engineer (PE) in the discipline of Electrical Engineering
