Our client, the National Oceanic and Atmospheric Administration (NOAA)’s Office of Weather and Air Quality OWAQ helps improve weather forecast information and products for the Nation by supporting high-impact weather and air quality research that ultimately leads to improvements in NOAA's operational forecasts that help save lives and reduce property damage. OWAQ supports research conducted by NOAA scientists and partners that focus on high-impact weather and air quality research, including hurricanes, severe thunderstorms, heavy precipitation and air pollution and the social science associated with how the Public processes this information.

NOAA is need of an Engineer/Scientist to provide scientific, technical and programmatic services to the OWAQ Director and coordinate closely with Physical Scientist and Program Analyst colleagues to effectively develop, plan, implement and track environmental technology transition processes, assess and control performance, and manage risk and interdependencies to meet the project goals and objectives throughout program / project life cycles.

Responsibilities:
• Interact regularly with agency representatives and leadership in meetings to formulate, refine, and execute strategies for development and transition of technologies to operational agencies; in particular, the National Weather Service.
• Participate in coordination and review of research and development, implementation, documentation, and supporting activities for the advancement of research into the transition of applications to operations, including working with Principal Investigators to refine project results in preparation for technology transitions.
• Support OWAQ Director with various duties as assigned related to managing the R2O technology transition effort, which may include developing and delivering status presentations, representation at meetings, etc.
• Support the preparation of Competitive Announcements, Project Performance Milestones, Strategic Plans, Program Baseline Assessments, Assessment of Technology Readiness Levels (TRL), Annual Operating Plans (AOP), cost/schedule performance reporting, and schedules for internal meeting coordination for technology transition plans.
• Assist in creation of program and project life cycle documents such as requirements documents, program and project plans, and development, test, deployment, and science and implementation plans
• Monitor and evaluate the effectiveness of proposals and projects; track milestones to ensure performance is maintained
• Coordinate document development, peer reviews, information dissemination and communication with NOAA Line Office Transition Managers. Coordinate scientific and technical issues for review by LOTMC members. Coordinate required meetings and briefing materials

Qualifications:
• Minimum of an MA/MS degree in meteorology, oceanography or related science.
• Minimum of 2 years of relevant experience interacting with government agencies
• Minimum of 2 years of technical writing experience
• Excellent verbal and written communication skills
• Strong analysis and problem-solving skills
• Commitment to providing excellent customer service
• Flexibility and, above all, reliability
• Experience/skills in setting priorities and managing multiple tasks simultaneously
