CNSP is looking for an Engineering QC Support-SME to support the Department of Energy (DOE) Western Area Power Administration (WAPA) Headquarters in Lakewood, CO and support our team providing technical services to the Office of Design and Engineering under this Technical Support Services contract.

Essential Duties and Responsibilities:

    • Provide support services in the areas of engineering design review, training, construction inspection and civil engineering design.
    • Review specific plans and specifications, red-line them and return to the Regions' Construction Managers for WAPA's use in providing a more complete and correct set of design documents to prospective contractors who bid on the construction work. These red-line plans and specifications will include the items listed below as necessary in a clear and concise manor with reviewer's notes as needed for understanding.
      • design drawing and specification discrepancies
      • misspelled words
      • punctuation
      • formatting
      • omitted words or statements
      • missing reference material
      • conflicting statements and/or requirements
      • verification of quantities in the Bidding Schedule
      • removal and disposal of items no longer desired of needed
      • furnishing and installing all electrical equipment and material necessary to perform the contract
      • constructability
      • conflicting statements and/or requirements
      • verification of quantities
      • omitted details
      • omitted reference drawings
    • Attend and assist with Constructability Design Review meetings.
    • Review notes on the Engineering Manual including converting the sections to policies. Update the Engineering Manual. Revisions would include deleting functions and responsibilities transferred to the Regions during Transformation in 1994. Organization codes and other references would be updated.
    • Provide Project Representative (PR) training using the PR Duties functions write up. Participants would primarily be designers in A7900. One day may be needed to cover the list of PR activities.
    • Support the Regions' construction offices which could include construction inspection.
    • Provide civil engineering support to the A7920 Civil Engineering Branch.

 

Supervisory/Management Authority:

  • This position may have supervisory or management authority when designated

Education and/or Experience:

  • Candidates must be US Citizens.
  • Candidates will undergo a US government federal background investigation and must be able to favorable pass a drug test.
  • Completed BA/BS or MA/MS degree from an accredited college or university with major coursework in Engineering.
  • Over fifteen (15) years of related engineering experience is required. 
  • Direct experience in the design and technical specifications for substations or transmission lines, and related equipment for a high voltage (69-kV and above) transmission system.
  • Experience and ability to review and revise construction specifications and standards in WAPA's format.
  • Experience with technical writing, participating in conference calls, note and record keeping, and presenting technical coursework material is required.
  • Experience reviewing the Engineering Manual, ability to review proposals and revise as necessary.
  • Ability to assist with construction field support including inspection.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong written and verbal communication skills.

 

Knowledge, Skills and Abilities

  • Working knowledge of design and engineering practices is required.
  • Working knowledge of Quality Assurance and Quality Control principles is required.
  • Working knowledge of federal and state codes/guidelines is required.
  • Ability to deal with a variety of people in a professional and courteous manner in diversified situations.

This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site diverse and changing weather environment.
