The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide.

CNSP is looking for an Environmental Scientist-Journeyman to support AFCEC’s Environmental Restoration Technical Support Branch (CZTE) with several task areas involved with Performance Based Remediation (PBR) and Optimized Remediation Contracts (ORCs) as well as work under non-PBR task orders and contracts.  These task areas include:

  1. Post-Award Surveillance and Reviews
  2. Federal Remediation technology Roundtable Reviews
  3. Emerging Issues/Emerging Contaminants Programs Support
  4. Conceptual Site Model (SSM) Support
  5. Technical Training

Essential Duties and Responsibilities:

  • Experience with DoD programming of environmental restoration projects
  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance
  • PBR/PBC experience with one or more federal agency programs (e.g., Army, Air Force, Corps of Engineers)
  • Expertise in various phases of the acquisition process, preferably related to PBR contracts
  • In-depth knowledge of the ERP process and identification of sites, investigating threats, site cleanup, and site closure
  • Expertise in environmental remediation
  • Experience with a variety of contract vehicles, including AFCEC, GSA, and USACE
  • Experience managing technical teams to include work load distribution and timely deliverable submittals

Supervisory/Management Authority:

· This position will not have supervisory or management authority

Education and/or Experience:

  • A minimum of bachelor’s or master’s degree (preferred) from a university accredited by ABET (Accreditation Board for Engineering and Technology, Inc.) in Engineering, Chemistry, Geology, Hydrogeology, Physical or Life Science, or other related field is required.
  • Three (3) to ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
  • Experience with the US. Air Force environmental restoration program (ERP).
  • Strong written and verbal communication skills.
  • Knowledge of state and federal environmental regulations (RCRA/CERCLA), Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations.
  • Experience interacting with state and federal environmental regulatory agencies.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).


Knowledge, Skills and Abilities

  • Candidates must be a U.S. Citizen and have an active DOD active or current Public Trust government security clearance NACI required and/or the ability to obtain one.
  • Applicants selected will be subject to a U.S. Federal Government background security investigation and meet eligibility requirements for access to classified information.
  • Candidates must be able to favorably pass a complete drug screen.

Work Environment:

· This position is primarily performed in a secured federal office setting, a controlled office environment and or on US military installations
