We are seeking a qualified individual to work in close daily coordination with the Environmental Division of the Directorate of Public Works at the Fort Bliss Army Reservation in El Paso, TX to support the Storm Water Management and Spill Prevention programs. 

Fort Bliss Army Reservation is an active training facility located in the extreme western part of the State of Texas at El Paso and the south-central area of the State of New Mexico. The reservation occupies approximately 1.2 million acres covering two states and three counties. Our client, the Environmental Division of its Directorate of Public Works is responsible for the oversight of the installation's natural and cultural resources ensuring compliance with environmental policy, programs and legislation, managing the Region Environmental Program in support of the Army's environmental strategy for pollution prevention, compliance, restoration and conservation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • The selected candidate shall operate the storm water database and PCAR system that tracks and reports the implementation of the Multi-sector General Permit (MSGP) and Municipal Separate Storm Sewer System (MS4) permit and their associated plans, including EPAS compliant inspection records.
  • The selected candidate shall conduct either annual, quarterly, monthly, and weekly routine inspections using the relevant checklist to review spill or leak records, storm drain marking and inspections, drain cleaning and repair records, semi-annual secondary containment drain valve inspection and operation, training and audit records, etc., in accordance with respective storm water permits and plans. 
  • IAW the Construction Storm Water Permit, the selected candidate shall conduct construction activity audits; storm drain audits; secondary containment valve audits; develop drainage mitigation calculations and Low Impact Development (LID) assistance opportunity reports; pollution prevention site visits; obtain records; and prepare Site Visit Reports (SVR) and input deficiency findings into the PCAR system. 
  • As a result of storm water inspections, the selected candidate shall prepare a memorandum summarizing the findings. 
  • The selected candidate must assume at least daily operation of the storm water database and/or PCAR system.  Audits and reports will be completed in August of contract year.
  • The selected candidate shall annually inspect all pertinent facilities, inventory oil containers and complete the Spill Prevention Control and Countermeasures (SPCC) Plan review log as required by the approved installation SPCC Plan for all existing facilities, and evaluate new or obsolete facilities as they are identified and report the findings to the Program Manager (PM). Any deficiencies or nonconformance will be reported to the PM for update or correction.  Audits must be documented in the EPAS database and findings entered into PCAR for every audit conducted. Audits and database updates are estimated to be approximately two per week. As a result of inspections, the selected candidate shall prepare a SPCC Plan findings report.  The selected candidate shall assist the PM incorporate changes to the SPCC Plan by preparing and documenting all the revisions that need to be addressed; this can be accomplished by marking a comprehensive SPCC for annual revisions or writing a “laundry list” of actions, changes, and recommendations in a single list.  Audits and reports will be completed in August of contract year.  
  • The selected candidate shall schedule, conduct, and document SPCC Plan, Storm Water Pollution Prevention Plan, and Storm Water Management Program Plan training and student testing.  Following the annual training, the selected candidate shall perform an annual storm water and SPCC inspection of the facility (Subtask 1 and 2). For storm water training, the selected candidate shall use Government furnished video training modules and exams and develop site specific training presentations using Government furnished training template.  During SPCC Plan training, the selected candidate shall verify the Environmental Officer (EO) provides updated information that may cause updates to the SPCC Plan. The selected candidate shall maintain training rosters and student testing in the storm water and SPCC database.  The selected candidate shall assume training at up to 10 sites per month.  Individual make up and out of cycle new site personnel trainings may be required throughout the year. 

 

 REQUIRED:

  • An Associate’s Degree from an accredited university, college or institution in the physical or biological sciences, engineering, mathematics, environmental health, or environmental policy, and at least one (1) year of experience in an engineering or science related field. 
  • Excellent communication skills, both oral & written in English
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint
  • Demonstrate the ability to carry out support tasks related to environmental management.
