SUMMARY

We are seeking a qualified individual to work in close daily coordination with the DPW-E to support the Fort Bliss Ozone-Depleting Substances (ODS) program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Schedule and conduct unsupervised audits and inspections throughout the Ft. Bliss complex to determine compliance with regulations.  Evaluate results and provide corrective action plans if needed. 
  • Compile ODS source data collected on-site or from facility operators.   Audit and evaluate air emission sources and activities to verify compliance with regulatory operational requirements.
  • Serve as a subject matter expert in all matters pertaining to the ODS program for all Fort Bliss departments and personnel.  Advise and explain program and requirements to personnel of all ranks and experience.  Conduct training of personnel as needed to assist them with their ODS responsibilities. 
  • Perform scientific and engineering calculations and analyses to determine leak rates and their impact on the environment for various ODS sources.  Prepare and submit professional reports as well as mandatory air quality documents, e.g. deviation reports and greenhouse gas reports. 
  • Annually review various plans and Standard Operating Procedures for the base including: the Air Quality Program Management Plan, Ozone Depleting Substances Management Plan, Class II Phase-out Plan, and the EMS-342 Standard Operating Procedure.  In conjunction with these reviews, conduct research and review refrigerant technical journals, environmental reports, documents, and reviews at regional and local regulatory agencies, government and non-government agencies, regional libraries and archives, and other venues as necessary.  Utilize research and experience to develop revisions and updates to the above plans to ensure Ft. Bliss facilities remain in compliance with all local, state, and federal air quality regulations. 
  • Up to 50% of time will be spent on the development of technical reports and management of various databases requiring advanced knowledge of all program areas listed in the qualifications below.
  • Manage HVAC/Refrigeration Equipment source inventory
  • Maintain specialized training and certifications as listed in the qualifications below. 

SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE

  • Have an MS degree in an appropriate engineering field such as environmental or mechanical engineering, or a BS with a minimum of 5 years’ experience with ODS related responsibilities
  • A Refrigerant Technician licensure, Universal Level is a preferred qualification but not mandatory if the above education/experience qualifications are met.
  • Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.

KNOWLEDGE, SKILLS AND ABILITIES

  • Understand refrigeration Heating/Venting and Air Conditioning (HVAC) processes and engineering controls.
  • Have and maintain: current opacity/visible emission certification U.S. EPA Method 9.
  • Understand the basics of HVAC systems to properly document the problem, fix or repair, and determine if additional information is required to satisfy due diligence.
  • Ability to communicate complex regulatory concepts and requirements to personnel lacking a technical background in simple, succinct, and comprehensible language.
  • Comprehend the applicable federal regulations and rules concerning ODS to understand the goal of the program, the rationale for performing the tasks, how to best evaluate compliance, how to determine the best course of action to correct deficiencies, and keep abreast of changes to the regulations and rules to fully complete required tasks.
  • Have and maintain appropriate safety measures and training for elevated heights
  • Ability and proficiency to use Microsoft (MS) Office® software to prepare and modify reports, documents and data tracking.
  • Ability to obtain a Common Access Card (CAC) and a Fort Bliss driver-training cards and operate a motor vehicle.

WORK ENVIRONMENT

The duties of this position are primarily performed in a climate controlled office environment and outdoors on Fort Bliss.

Fort Bliss Army Reservation is an active training facility located in the extreme western part of the State of Texas at El Paso and the south-central area of the State of New Mexico. The reservation occupies approximately 1.2 million acres covering two states and three counties. The Environmental Division of its Directorate of Public Works is responsible for the oversight of the installation's natural and cultural resources ensuring compliance with environmental policy, programs and legislation, managing the Region Environmental Program in support of the Army's environmental strategy for pollution prevention, compliance, restoration and conservation.
