Federal Construction Pricing Manager Washington, DC, Lakewood, CO, or Tulsa, OK

The Federal Construction Pricing Manager assists the PM and APM in producing accurate pricing estimates according to the scope for bids, provides detailed construction cost estimates for selected projects and helps prepare bid packages. This position will also work with subcontractors during the proposal process to ensure costs are competitive

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Prepare detailed cost estimates by analyzing plans and specifications, determining project scope and performing quantity take-offs for select trades.
  • Develop and prepare conceptual estimates with minimal subcontractor assistance using limited preliminary design documents and information.
  • Review software generated estimates for completion and technical accuracy ensuring quality and integrity of bids.
  • Develop subcontract interest in projects and manage the subcontractor RFP process.
  • Qualify and level subcontractors' proposals according to project specifics.
  • Itemize trade specific scopes and prepare bid packages.
  • Assist Project Manager and Scheduler with breaking out costs/invoices based on CLINs.
  • Interact with clients, architects, engineers and local government officials to understand and incorporate project objectives, schedules, permits, costs, and other items needed for the success of the project.
  • May perform other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

The Federal Construction Pricing Manager will not directly oversee or supervise other employees.

EDUCATION AND EXPERIENCE

Bachelor’s degree in Construction/Engineering/Procurement or related field and 10 years of experience in estimating federal government construction contracts that include Divisions 1-48 or an equivalent combination of experience and education.

KNOWLEDGE, SKILLS AND ABILITIES

  • Intermediate to advanced knowledge of Excel and the working knowledge of other Microsoft Office products and pricing models tools enterprise systems such.
  • Working knowledge of Federal Government and commercial construction contracts and the bidding processes.
  • Ability to learn and understand new software and enterprise systems quickly; including such systems as Primavera P6, HCSS, MC2, InEight, On-Screen Takeoff, RS means.
  • Must possess strong communication skills with the ability to communicate with various levels of management.
  • Ability to work with different departments and cross-functional teams.
  • Strong analytical skills and problem solving ability required, including the ability to identify problems and recommend workable solutions.
  • Ability to maintain discretion and confidentiality at all times.
  • Ability to manage multiple priorities and changing schedules.
  • Must have good analytical skills, attention to details, self-motivation and organization skills.
  • Must be able to work in a fast paced environment.
  • Must be able to work in a team environment to accomplish the goals of the team and organization.

WORK ENVIRONMENT

This position is primarily performed in a climate controlled and professional office setting. Travel will be necessary per contract requirements.
