The position will provide professional assistance for the Division of Laboratory Systems (DLS) Associate Director of Evaluation, Associate Director of Communication, Evaluation Team and Communication Team. The assistance will include supporting DLS services of evaluating “the efficiency and effectiveness of public health laboratory education and training, including measuring the outcomes on the transfer of knowledge and skills to improved laboratory practice.” The evaluator will focus on supporting the evaluation of the efficiency and effectiveness of public health laboratory education and training, including measuring the outcomes on improving laboratory practices through the transformation of knowledge and skills based.


The position will support the operation by creating evaluation and management plans to illustrate how designated programs and projects will be monitored and assessed.

The position will also collect, analyze and interpret data for credibility, and report the conclusions and lessons learned.

The evaluation development will include the following, not to exclude additional functions as identified by the program

  • Develop a Program Evaluation Plan
    • Attend and facilitate meetings and conference calls
      • Support and conduct meetings with CDC evaluation lead and subject matter experts
      • Generate written summary of meeting proceedings
    • Create and maintain projects evaluation plan
    • Develop evaluation plan logic model and update as needed
    • Deliver evaluation activities timelines, including dates
  • Develop Management Plans for Evaluation
    • Generate management plans aligned with DLS strategic goals
    • Evaluate activities, timelines and outcomes
    • Produce reports
  • Collect Data
    • Draft data collection instruments
    • Credible datasets delivered cleaned
    • Prepare and provide clearance packages for data collection methods
  • Analyze and Interpret Data
    • Provide analytic plan for data analysis
    • Analysis and evaluation of data as it relates to DLS division projects
  • Disseminate Findings and Recommendations
    • Produce summary reports of evaluation implementation and findings
    • Revised reports as needed/requested
    • Discuss products and findings with CDC Evaluation Associate Director, Evaluation Lead and subject matter experts
  • Comply with the guidelines and principles outlined by the Office of Management and Budget, Institutional Review Board Procedures, and Privacy Act and Guidelines.
  • Perform other job related duties as required.


  • No supervisory or management authority.


  • Bachelor's Degree Required.
  • Experience in evaluation planning, design, execution, data analysis and interpretation, report writing and monitoring.


  • Knowledge in evaluation planning, design, execution, data analysis and interpretation, report writing and monitoring.
  • Demonstrated knowledge of developing measurement instruments and procedures, monitoring, and evaluation of projects and programs, including developing results frameworks, logic models, indicator development, study design, and data analysis.
  • Knowledge and ability to critically evaluate, synthesize results, and make recommendations for changes to either the evaluation plan and or the programmatic activities to address areas of concern.
  • Ability to collaborate with subject matter experts (SMEs) to develop and implement monitoring and evaluation plans; project monitoring and regular review of progress on performance measurements; establishing reporting processes, procedures, and reporting elements.
  • Proven experience and success in qualitative and quantitative studies including content analysis, interviews, focus groups, surveys, and monitoring using existing and new monitoring and reporting systems.
  • Ability to present results to varied audiences orally and in written reports; building and sustaining successful cross-team input and information from management and program staff, managing integration of evaluation processes into cross-cutting program activities.


  • Work is conducted in a climate controlled office environment.
  • The environment may require prolonged sitting, prolonged standing, and light lifting up to 20 lbs.
