FinCEN administers the Bank Secrecy Act of 1970 (BSA), as amended by Title III of the USA Patriot Act of 2001 and other legislation.  The BSA is the nation’s first and most comprehensive Federal anti-money laundering and counter-terrorism financing statute.  The Secretary of the Treasury has delegated administration of the BSA to FinCEN, and Congress has given FinCEN certain duties and responsibilities for the central collections, analysis, and dissemination of BSA and other data in support of government and financial industry partners at the Federal, State, local and international levels.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.

CNSP is looking for an experienced Executive Transportation and Courier Specialist to support the Office of Management Services and Mailroom Facilities at Financial Crimes Enforcement Network (FinCEN).  FinCEN is a bureau of the U.S. Department of the Treasury whose mission is to enhance the integrity of financial systems by facilitating the detection and deterrence of financial crime.  FinCEN is a network, a means of bringing people and information together to fight the complex problems of money laundering, terrorist financing, and other financial crimes.  Since its creation in 1990, FinCEN has worked to maximize information sharing among law enforcement agencies and its other partners in the regulatory and financial communities. _

Essential Duties and Responsibilities:

  • Executive Transportation Specialist shall deliver and pick up FinCEN employees for meetings and conferences in the Washington, DC metropolitan area
  • Responsible for planning, scheduling, coordinating and executing the full array of motor vehicle operation services for FinCEN to include assuring motor vehicle support for the Director, key management officials, and visitors
  • Contractor personnel are required to complete a daily trip log and vehicle inspection for their daily travels
  • Contractor personnel shall insure that vehicles are left with no less than ½ tank of fuel at the end of each day
  • Deliver and pick up mail and packages from designated post office, at FinCEN’s Washington, DC office located at 1801 L Street, NW as well as the Main Treasury building, other Treasury offices, and other government buildings
  • Deliver and pick up passports at the State Department Passport Office and at various foreign embassies
  • Receive outgoing mail and packages from FinCEN personnel, meter outgoing U.S. Postal Service mail, and prepare outgoing courier packages for pick up by the current Federal service provider (currently UPS)
  • Open and identify destination of those items not bearing a specific or identifiable name or office identification after being x-rayed and appearing to be safe
  • Provide for special pick-ups of mail and packages by individuals performing these duties.
  • Help X-ray incoming mail and packages to detect possible improper or dangerous contents. Provides outgoing mail service by official mail
  • Collect the newspapers (Washington Post, Financial Times, Washington Times, New York Times, Wall Street Journal, and the American Banker) for the FinCEN from the front lobby of 2070 Chain Bridge Road, Vienna, VA 22182 and deliver them to the appropriate sections
  • Currently, FinCEN staff centrally schedule approximately 20 conference rooms in the Vienna and DC space. FinCEN uses Meeting Room Manager to schedule these conference rooms. Contractor personnel shall assist in conference room scheduling as needed. Furniture in these rooms shall be rearranged on occasion as well
  • Based on conference room configuration requests received from FinCEN employees or from the COR or Facilities Specialists, Contractor personnel shall arrange the furniture as, requested.

Supervisory/Management Authority:

  • This position will not have supervisory or management authority

Education and/or Experience:

  • A High School Diploma or equivalent is required
  • A minimum of two (2) years of executive transportation experience preferably with a federal entity

 

Knowledge, Skills and Abilities: 

  • In-depth knowledge of Washington, DC streets and the surrounding metro area
  • The Ability to use good judgement and able to re-route should they encounter traffic or delays
  • Pre-plan and know how to prepare a transportation schedule for the following day that describes all courier and executive transportation trips that are required for that day to include: departure and pick up times, addresses for all courier runs, and vehicle to be used
  • Follow the time requirements of the Transportation Schedule drive safely, obey traffic laws, and take appropriate action to avoid accidents
  • Be able to review multiple transportation requests and combine trips to best accommodate all employees
  • Have the ability to work autonomously with little or no supervision
  • Be able to travel occasionally and day to day and overnight when required
  • Excellent communication skills both oral and written
  • Excellent critical thinking  and multi-tasking skills
  • Be reliable, accountable and dependable
  • Have a clear driving record
  • A SECRET CLEARANCE is mandatory
  • Must be a U.S. Citizen
  • Must successfully pass a federal background check and drug screen

Work Environment: 

  • This position is performed in a secured federal office setting and requires time spent traveling in a federally owned vehicle within a major metropolitan area
