Management Analyst (Emergency Action Plan) Washington, DC (ID#13623)

The position will provide support to the Bureau Emergency Action Plan (BEAP).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:
 

  • Review the Department’s current Bureau Emergency Action Plans (BEAP) and procedures, and prepare recommendations for addressing needed enhancements and updates
  • Support the development and implementation of a Multi-Year Strategy and Program Management Plan for the plans
  • Support or lead planning efforts for operational/event specific plans
  • Provide policy and procedural guidance on EAPs for domestic Department of State facilities
  • Develops facility-specific knowledge of geographic area conditions through research and familiarization visits
  • Conducts comprehensive reviews of EAPs for validity and conformity
  • Ensures plans adequately account for bureau-specific nuances that will impact preparedness and response
  • In coordination with the Training and Exercise Team, works with Bureau leadership team, Bureau Emergency Action Plan Coordinator to develop appropriate training and drills to test EAPs
  • Reviews the duties, training, and activities of the Bureau Emergency Action Team (BEAT) to ensure the program meets Department policy guidelines
  • Ensure EAPs meet mandatory compliance requirements with established policies and procedures
  • Analyzes program deficiencies develop solutions, and present findings on most complex and significant obstacles to program development
  • Provides briefings to bureau personnel and other stakeholders on EAP program as requested
  • Drafts and coordinates program initiatives, provides expert advice and program assistance, and prepares and coordinates responses to various taskings and assignments from leadership

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATON AND EXPERIENCE

Bachelor’s Degree in management or business and 3 years of related experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • General MS Excel (or other applications) spreadsheet utilization to capture and analyze data
  • General Emergency Management concepts
  • National level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memorandums, and the suite of deliverables in the formerly known as Presidential Policy Directive -8 National Preparedness
  • Emergency Planning
  • Knowledge of MS Office Suite products
