Job Description – Executive General Manager – San Antonio, Lakewood, DC or Tulsa (ID #13170)

The Executive General Manager will ensure the efficiency and profitability of the business unit.  Responsible for monitoring the daily operational activities and will plan, organize, and implement programs within major organizational policies; reporting progress of major activities to executive level administrators through reports and conferences.

ESSENTIAL DUTIES AND RESPONSIBILITIES  

Includes the following (Other duties may be assigned):

  • Coordinate with, Finance, Human Resources, Compliance, Pricing, Proposal Support and other functional areas to drive government contracting improvements across the entire corporate organization.
  • Interface with clients in a broad range of government agencies, and with prime contractors doing business with these agencies.
  • Responsible for analyzing and preparing budget information.
  • Prepare and submit for approval a budget for the calendar year, ensuring all cost are accounted and maintained for a positive operating year.
  • Participate in the development of various policies and systems consistent with current regulations and customer requirements.
  • Review and resolve issues affecting company compliance, ensuring satisfaction of legal requirements, company and customer objectives.
  • Actively participating in senior level meetings to support development and execution of strategies and tactics to achieve business objectives.
  • Develop a high-performing contracts team and building contracting awareness and capabilities across the company.
  • Reviews, responds to and provides ‘hands on‘ guidance for cost proposal overviews, compliance matrices for compliance to RFP, CAS, FAR, and corporate standards, new and existing billing abstracts, contract database entries for compliance with contract and contract modification proposal submissions.
  • Oversees Company’s compliance with government contracting requirements, including those associated with the Price Reduction Clause, Trade Agreements Act, Industrial Funding Fee (IFF), Small Business Subcontracting Plan, System for Award Management (“SAM") government contracting database and other requirements
  • Build and maintain strong relationships with key Government contracting and oversight officials, project management teams and divisional leadership.
  • Support business development and accounts receivable efforts by building strong relationships with our customers.
  • Oversees pre-award subcontracts group to prepare and solicit subcontract proposals on a competitive basis.
  • Ensures necessary documentation has been developed and retained for contract management processes and standards as required by law and policy
  • Maintains current knowledge of relevant laws, regulations, policies, and procedure
  • Participates in monthly program management review meetings.
  • Develops personnel requirements, selects prospective employees, trains employees, and monitors employee performance.

SUPERVISORY/MANAGEMENT AUTHORITY

This position supervises various managers throughout the Business Unit.

EDUCATION and/or EXPERIENCE

  • Requires a minimum of a Bachelor’s Degree in Business Management, Finance and Accounting or related field.  Advanced degree a plus.
  • Must have advanced level of government contracting experience with a minimum five years of operations responsibilities within a company which generates over 100 million in revenue.
  • Must have three years in senior managerial role overseeing “cradle to grave” Federal Contracting activities.
  • Top Secret Security Clearance or the ability to obtain required

KNOWLEDGE, SKILLS AND ABILITIES

  • Experience in the preparation, negotiation and administration of various types of agreements including contracts, subcontracts, TAs, NDAs for Federal Defense & Civilian Agency contracts, especially within the defense and IT business areas; as well as leases, and service and consulting agreements.
  • Experience in responding to all forms of Government solicitations (RFP, RFQ and all other forms) and manages all forms of Government contracts (FFP, T&M, CP, IDIQ and other GSA Schedule Vehicles), including reviewing and understanding pricing, representations and certifications, and subcontracting issues.
  • Extensive knowledge of government contracting laws and regulations, including, but not limited to, the FAR, GSA Schedule 70 and the DOD and VA regulatory supplements.
  • Deep contract negotiation and interaction experience with government contracting officials, and prime/subcontractors.
  • Demonstrates a commitment to integrity and accountability and ability to make decisions guided by high ethical standards and in compliance with law and policy.
  • Experience with Deltek GCS and Microsoft Office products.

WORK ENVIRONMENT

This position is primarily performed in a climate controlled office setting.
