SUMMARY

The United States Air Force (USAF) is committed to meeting the responsibilities entrusted to it with respect to organizing, training, and equipping personnel to execute its assigned global missions.  One key aspect of this is the study, analysis, and preparation of its Facilities Sustainment, Restoration, and Modernization (FSRM) program providing foundation for global operations from robust airbases.  The FSRM Analyst supports the Headquarters United States Air Force at the Pentagon, Washington DC in fulfilling this mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following (Other duties may be assigned):

  • Coordinate, consolidate, develop, and maintain FSRM governance and programmatic documents (e.g. AFIs, policies, Unified Facilities Criteria (UFC), procedures, trip reports)
  • Ensures current compliance and statutory language is integrated into policy and guidance documents, action plan(s), and recommendations to senior leadership
  • Task and process Congressional and Senior Air Force inquiries and draft required responses
  • Issue resolution plan(s) under AF/A4C program management oversight
  • Provide detailed updates to leadership, OSD, and stakeholders by participating in meetings/
    forums and coordinating, consolidating, developing, and delivering/presenting associated
    meeting materials (e.g. slides, after action reports, minutes).
  • Provide analysis and recommendations for incorporating higher level and outside agency
    compliance requirements, as well as subordinate real-world applications, into effective FSRM
    programming policy
  • Track and maintain status of enterprise-wide FSRM program execution as well as status of
    individual projects. Perform trend analysis on the program (to include non-centrally funded
    projects), identify areas of concern, develop recommendations for improvement, and provide
    reporting to Air Force, OSD, and congressional leadership. Understand, analyze, and report peculiarities of high-visibility and complex projects.
  • Generate compliance and requirements presentation materials and reports, support the planning and development of FSRM programs, and collaborate across the AF and with other DoD agencies to support AF program efforts and mission requirements.
  • Review, analyze, develop, coordinate, staff, and track project approval request packages, to
    include analysis of reasonable project requirements, execution method and alternatives, and cost
    estimates. Packages will include programming documents (e.g. DD 1391s), cost estimates, line
    drawings, installation/location maps, Certificate of Compliance for Critical Planning Actions,
    facility board minutes, etc.
  • Under AF/A4C program management oversight develop, draft, coordinate, staff and track
    Congressional notification packages related to funds available for operation and maintenance
    (e.g. approval packages and notifications required by 10 USC 2805 and 2811, as well as the
    National Defense Authorization Act (NDAA) such as Contingency Construction Authority and
    Overseas Contingency Operations) while closely collaborating across Headquarters Air Force.
    Provide support and analysis in developing and executing training related to FSRM
    programming policy.
  • Understand, recommend, and carryout modeling and analysis opportunities as they may apply to
    FSRM policy, planning, programming, and execution.
  • Develop, coordinate, staff and track Congressional notification packages ensuring compliance
    with FSRM and Overseas Contingency Operations statutory approval and notification thresholds
    and that projects are executed before contractual expiration.       

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATION and/or EXPERIENCE

  • A Bachelor’s degree in an engineering, architecture, or facilities program or be a certified facility manager or certified project management professional.
  • Familiar with facility and infrastructure requirements and processes.
  • Able to grasp and competently apply policy for project requirements definition, programming,
    and execution.
  • Able to analyze legislative direction, DoD policy, and processes, and
    propose improvements/solutions—both technically and administratively.
  • Experience with the Air Force Expeditionary Engineering programs is desired, as well as experience with Joint Military Engineering Operations

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Broad expertise in Air Force FSRM processes, policies and programs
  • DoD experience in project management, engineering management, or another related subject of comparable complexity and responsibility in support of Government programs (Air Force preferred).
  • Ability to communicate effectively both orally and in writing
  • Ability to comfortably interact with senior level government and contractor personnel on an as needed basis
  • Excellent organizational and critical thinking skills
  • Ability to manage multiple tasks concurrently
  • Proficiency with Microsoft Word, PowerPoint, Excel, and Outlook
  • Requires a Common Access Card (CAC) or the ability to obtain one through a federal investigation.
