CNSP is looking for a Facility Manager I who is responsible for, but not limited to, resource allocation; technical oversight of physical and/or technical security programs; high-level technical expertise; and participation in briefings and meetings. The Facility Manager is the primary point of contact for the physical security and maintenance of a DOS secure building. It is one of several DOS secure annex locations located in Northern Virginia housing both government and contract personal. The Facility Manager will serve as Alternate Unit Security Office.

Essential Duties and Responsibilities:

  • The facility manager is responsible for the perimeter security, employee and visitor access control, maintaining and/or enforcing various office security procedures and building maintenance as required and attend all renovation project meetings
  • They coordinate all building maintenance repairs with GSA building representatives, DOS facility management personnel, and outside vendors with contract actions. Serves as local point of contact for facility renovation projects
  • Responsible for monitoring any building modification projects to include workspaces, community spaces such as conference and break rooms, electrical, and HVAC
  • Provide advice and guidance to officials on program planning, budgeting, programming, and contract administration activities training new employees in contracting
  • Develops, recommends, and provides interpretation and implementation of policies and procedures regrading facilities
  • Provides assistance, advice, and guidance in all aspects of the contracting process; along with financial and budgetary support
  • Develops Out-Year financial plans and budget estimates for supplemental programs;
  • Establishes and maintains liaison serving as the focal point for communication with appropriate offices, overseas posts, and interested foreign affairs and intelligence agencies
  • Coordinates with government managers for excessing government property
  • Schedules all maintenance repairs for existing space(s)
  • Assists government management with maintaining the emergency action plan and coordinates security drills as prescribed in USG regulations.
  • Serves as the primary contact for building alarm system, access control requests and access to secure rooms (SCIF) and labs; and assist with new SCIF installation
  • Schedules electrical installations and meter readings as needed by Dominion Power Company
  • Schedule installation of any new communication circuits with DOS commercial communication companies and submits all requests for any new phone/data set installations.
  • Schedules servicing/installation of vending machines, repairs and/or regular maintenance requirements of copier machines and shredders
  • Assist with maintaining the receptionist area and ensuring all visitors follow DOS security procedures
  • Manages outsourced janitorial services
  • Serve as the primary local POC for the SA24 Renovation Project
  • Coordinates work schedules and resolves any access control issues for the contractors performing construction within the building
  • Maintains personnel rosters for staff that is rotated into temporary work spaces
  • Executes any new security policies as defined by Division Management
  • Assists with all planning and design phases, estimating current and future space requirement, managing office and furniture allocations, implementing new security policies, maintaining personnel rosters schedules all maintenance repairs for existing space
  • Attends all scheduled renovation project meetings
  • Serves as the Alternate Unit Security Officer
  • Responsible for reporting any access control violations, security incidents
  • Assist with maintaining the receptionist area and ensuring all visitors follow DOS security procedures
  • Implements all requests for new phone/data set installations
  • Coordinates the installation of new communication circuits with DOS commercial communication companies
  • Ensures that sufficient number of parking spaces are marked for visitors and staff

Supervisory/Management Authority:

  • This position will manage internal staff rotations and outsourced/contracted janitorial services.

Education and/or Experience:

  • Bachelor’s Degree preferred in a related area of specialization such as Facility Management or Facilities Engineering
  • Three (3) to five (5) years’ experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization in facilities.
  • Experience identifying complex cross cutting areas of program requirements and needs in order to address significant organizational concerns
  • Experience providing advice and preparing and presenting controversial reports on the programs status to senior management officials
  • Experience applying state and federal laws, regulations, policies and precedents which affect the use of program and related support resources
  • Experience conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions.

 

Knowledge, Skills and Abilities: 

  • Must be a US citizen
  • The incumbent must hold an active Secret clearance and possess the ability to obtain and maintain a Top Secret/SCI access authorization
  • Ability to successfully pass a drug screen and federal background check
  • Excellent communication skills; both oral and written
  • Must be proficient in current Microsoft Office Suite to include Outlook, Word, Excel and SharePoint programs.
