Facility Operations Specialist – El Paso, TX (ID#14515)

We are looking for a Facilities Operations Specialist to support the Border Patrol Facilities and Tactical Infrastructure (BPFTI) Program Management Office (PMO) Facilities Division in El Paso, TX.


  • Perform Contracting Officer’s Representative duties

  • Develop statements of work, obtain independent government cost estimates, and manage operational contracts (grounds keeping, custodial, landscaping, snow removal, pest control, trash removal, etc.)

  • Review contractor project plans, contractor schedules, recommend improvements and updates and perform quality control to ensure contract work is being completed to the standards set in the contract as well as review and approve contractor invoices

  • Serve as project manager for new construction and repair projects and the project lifecycle from planning to disposal as well as review and approve contractor invoices

  • Develop statements of work for repairs and alteration projects

  • Analyze contractor work and make recommendation for improvements or changes and create reports on a project’s progress, issues and resolution

  • Serve as liaison among business partner, Border Patrol, Work Supervisors, Work Leaders, and Facility Manager regarding various work requests and service needs as well as support the Facility Manager with the creation of reports, memos, create purchase requisitions in SAP etc.

  • May help manage environmental compliance and permitting program, support inventory & fleet tasks, support ad-hoc tasks in sectors as needed and potential serve as Collateral Duty Safety Officer (CDSO) and oversee the training of staff and Material Safety Data Sheet (MSDS) files



  • Minimum education/degree requirements: Bachelor’s Degree in Construction Management, Engineering, or a related field

  • 5+ years total relevant facility operations experience

  • Previous Government Contracting experience preferred

  • Experience in real estate and leasing property management

  • Project Management experience in tower construction and or general construction trades (HVAC/electrical etc.)

  • Training or certification with SAP, TRIRIGA, KMS, Class D Water Operator License, Environmental compliance, business writing and COR and procurement is a plus.

  • Experience working in all MS Office applications

  • Contracting Officer 's Representative (COR) Level 2 and Purchase Card Holder or Approving Official certification or training would be a plus but not mandatory

  • Possess strong interpersonal skills and communication skills

  • Ability to communicate clearly with a wide variety of stakeholders orally and in writing

  • Ability to multi-task, effectively negotiate, problem solve, and analyze long-range needs


  • Knowledge of construction standards and codes as well as a broad understanding of a variety of trades (i.e., carpentry, electrical, masonry, painting, air conditioning/HVAC)

  • Understanding federal or government acquisitions and contracts

  • Understanding of Border Patrol operations and General Services Administration (GSA) operations is a plus but not mandatory


  • Some government travel required for government construction based projects

  • 1st Preference: Customs Border Protection Full Background Investigation (CBP Full BI)

  • 2nd Preference: DoD Secret or higher + DHS Clearance

  • 3rd Preference: DoD Secret or higher

  • 4th Preference: Willingness to obtain a CBP Full BI Clearance
