SUMMARY

Cherokee Nation Businesses is seeking a Facility Programmer to work closely with the Air Force in planning future facilities throughout the Pacific, especially new basing beddowns, new US facilities at host nation air bases, and exercise-related new facilities and improvements. The primary work is developing DD1391s and other programming documents for military construction (MILCON) projects, tracking projects through the POM and Budget processes (PPBES), and managing MILCON project planning and execution.  

We are seeking a reliable, credible professional with specialized technical expertise to provide on-site support to Pacific Air Forces (PACAF), the Air Force Installation Mission Support Center (AFIMSC) Det 2, and the Air Force Civil Engineer Center (AFCEC) at Hickam AFB, Hawaii (Joint Base Pearl Harbor-Hickam, JBPHH).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following:

  • The Facility Programmer will focus on developing and implementing planning, programming, budgeting, and execution support (PPBES) documents and processes for military facilities and programs in the Pacific, including helping develop and implement prioritization strategies.
  • Use UFC, AFI, PACES, TRIRIGA, Air Force SharePoint sites, and other tools and resources to develop and validate requirements. Programmer will coordinate closely with a wide variety of stakeholders, clients, and Cherokee coworkers on technical issues throughout the project lifecycle. Track projects and issues through to completion.
  • Develop original programming documents, provide detailed comments on others’ work, and assist remote installation personnel in accomplishing MILCON planning tasks. Apply knowledge and experience to advise and assist clients in developing plans for large, complex construction programs (e.g., $500M basing decision) on how to plan and program for execution.
  • Perform other job-related duties as required. Travel likely but not required.

SUPERVISORY/MANAGEMENT AUTHORITY

  • This is not a supervisory position, but will require providing mentorship, peer review assistance, and technical and professional leadership to colleagues (Cherokee, other contractors, and government personnel).

EDUCATION and/or EXPERIENCE

  • At least one year of experience in facility programming, preferably for military facilities of similar complexity with US Air Force, Army, Navy, or Marine Corps.
  • Understanding of facility condition assessments, facility data systems (e.g., TRIRIGA), construction planning charrettes and other requirements development processes.
  • Bachelor’s Degree from an accredited school in a relevant degree (directly related experience may be substituted for a degree).
  • PMP is a plus.

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated ability to translate complex technical data and information into DD Form 1391 programming documents.
  • Demonstrated track record of providing technical reviews and working across disciplines such as contracting, engineering, finance, contractors, and stakeholders.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
  • Understanding of Air Force “POM” and “President’s Budget” development processes is a plus.
  • Excellent English communication and computer skills.

 

WORK ENVIRONMENT

  • Office environment on US military base in Japan
  • Requires local travel to project sites in Okinawa
