Cherokee Nation Businesses is seeking two (2) Facility Programmers to support a wide variety of military facility requirements at Kadena Air Base, Japan. Specifically, we are seeking reliable, credible professionals with specialized technical expertise to provide on-site support to the 718th Civil Engineering Squadron (718 CES). Primary performance location will be Kadena Air Base, Japan.

Essential Duties and Responsibilities:

  • The individual will work as part of our company’s on-site engineering team to assist across a wide variety of projects, providing Planning, Programming, Production Control, Inspection, and Project Management support. Individual must be familiar with applicable DoD, USAF, and Japan-specific codes and regulations.
  • Programmer will focus on developing and implementing planning, programming, budgeting, and execution documents for military facilities and programs including helping develop prioritization strategies. Programmers will extensively use UFCs, AFIs, PACES, TRIRIGA, Air Force SharePoint sites, and other tools and resources to develop and validate requirements.
  • Programmers will coordinate closely with a wide variety of stakeholders, clients, and Cherokee coworkers in a variety of disciplines on technical issues throughout the project lifecycle.
  • Must be able to work with a wide cross section of clients (e.g., engineers, real property, contracting) and Cherokee employees to find solid win-win solutions using internal Air Force civil works and procurement processes for the repair, modernization, and construction of housing-related facilities and infrastructure. This work supports highly visible initiatives including the restructuring of US forces between Okinawa, Guam, and other locations.
  • Perform other job-related duties as required.

Supervisory/Management Authority:

  • This is not a supervisory position, but will require providing mentorship, peer review assistance, and technical and professional leadership to colleagues (Cherokee, other contractors, and government personnel).


Education and/or Experience:

  • Candidates will be required to undergo a US federal government background investigation and favorably pass a drug screen test.
  • Candidates must have a valid US passport whose expiration date is at least one year from the positions start date.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities and access to government computer systems.
  • Candidate and their family members will be subject to the Status of Forces Agreement (SOFA)
  • A minimum of three years of experience in facility programming for military facilities, with demonstrated ability to translate technical facility condition assessments and facility system inspection reports into DD Form 1391 programming documents for review by higher headquarters.
  • A minimum of (1) one year of TRIRIGA experience, preferably working on-site with US military/DoD engineering personnel.
  • At least five years of experience planning/executing a wide variety of repair and construction projects on military installations.
  • Bachelor’s Degree from an accredited school in a relevant degree Program Management, Construction engineering. Direct related experience may be substituted for a degree)
  • PMP desired.


Knowledge, Skills and Abilities

  • Experience in programs with similar complexity with US Air Force, Army, Navy, or Marine Corps.
  • Demonstrated record of accomplishment of providing technical reviews and working across disciplines such as contracting, engineering, finance, contractors, and stakeholders.
  • Excellent English communication and computer skills.

Work Environment:

  • Both outdoors and/or indoor in a controlled office environment on a US military base in Japan
  • Requires local travel to project sites in Okinawa, Japan.
