SUMMARY:

CNMC is seeking a qualified Facility Project Manager to provide clinical and facilities Project Management Support assistance for the U.S. Army Forensic Toxicology Drug Testing Laboratory (FTDTL) at Ft. Meade, MD.   This position provides assistance in project execution, control, coordination, and quality review for short-term and long-term construction and renovation projects. Candidates should be well-rounded, effective communicators able to work independently and meet aggressive deadlines.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Gather project requirements; build estimates, develop schedules, and execute projects.
  • Develop project briefings and presentations for senior management.
  • Maintain and organize project files, invoices, estimates, and vendor information.
  • Investigate and resolve facility construction and renovation issues
  • Gather input from the Facility Manager and other stakeholders.
  • Conducts field surveys to investigate existing layouts and conditions
  • Assist in the development of Scopes of Work for repair and minor construction projects.
  • Assist in the development of government estimates for repair and minor construction projects
  • Ensure conformance with NFPA codes, National Electric codes, Joint Commission standards, life safety standards, and other applicable codes and standards with agency criteria.
  • Coordinates with facility safety officers to implement effective safety policies.
  • Monitors construction contractor quality control activities and makes appropriate recommendations
  • Provides timely coordination with hospital staff to ensure proper reviews and notification of projects and utility outages, and at times is present at utility outages to provide engineering and contractor support.
  • Attends and participates in pre-construction, staff, in-progress-reviews, and other project-related meetings, and provides reports to appropriate Government officials.
  • Review project schedules, work performance quality, safety oversight, coordination effectiveness, and perform documentation reviews for all repair and construction work in progress or in planning stages
  • Participates in final on-site inspections of completed work and makes recommendations for corrective action, if necessary.
  • Attend and participate in facility meetings, to include environment of care, space utilization, and facility update meetings.

SUPERVISORY AND/OR MANAGEMENT AUTHORITY:

This position does not have any management nor any supervisory authority

EDUCATION AND/OR EXPERIENCE:

  • Candidates must be US Citizens
  • Candidates selected will be subject to a U.S. Government federal background security investigation and must favorably pass a drug screen
  • Candidates must meet eligibility requirements for access to classified information.
  • Bachelor’s Degree in Construction Management, Architecture and/or Engineering preferred and/or 10+ years of related professional experience which can be considered a possible substitute for a degree.
  • Experience with managing facility construction and renovation in the private and/or US government sector.
  • Experience reviewing space plans, construction plans, and design intent drawings
  • Proficient in the use of AutoCAD and MS Project.
  • Strong communication skills
  • Able to work in a dynamic environment
  • Attend and participate in facility meetings, to include environment of care, space utilization, and facility update meetings.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • PMP Certification desired
  • Knowledge/experience managing projects within medical facilities and laboratories.

WORK ENVIORNMENT:

The majority of the work is to be performed Monday through Friday, 8 hours per day, however there may be a requirement to work nights and on Government holidays as a flex schedule in order to accommodate government contractors working during these time frames. This will be a common requirement due to patient care restriction regarding day-time work. The position may require 25% night and/or weekends to meet the client requirements.
