SUMMARY

Cherokee Nation Businesses is seeking a Financial Manager / Data Analyst to assist with Military Construction (MILCON) and large repair and modernization (SRM) project financial management throughout the Pacific.

Candidate will work as part of our company’s on-site engineering team to assist with tracking and accounting for financial transactions associated with civil engineering projects, especially MILCON and SRM. Employee will work directly with clients, engineers, and stakeholders to proactively track funding, prepare for upcoming transactions, and investigate and solve problems.

Clients include Pacific Air Forces (PACAF), the Air Force Installation Mission Support Center (AFIMSC) Det 2, the Air Force Civil Engineer Center (AFCEC) at Hickam AFB, Hawaii (Joint Base Pearl Harbor-Hickam, JBPHH), and Air Force locations throughout the Pacific. Our clients’ missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Provide advice and assistance on appropriations and applicable use of government funds
  • Develop and maintain tracking sheets; work with other financial management professionals to collect and verify data.
  • Spend Plan Development
  • Forecasting potential funding impacts
  • Monitor Planning and Design (P&D) MILCON Workflow
  • Validate & Process Request for Funds (RFF)
  • Draft formal memos
  • Perform other job-related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

  • This is not a supervisory position

EDUCATION and/or EXPERIENCE

  • BS/BA in Finance or Accounting (or related) preferred
  • Minimum three years of experience working with Air Force government financial or contract management processes, preferably with civil engineering programs
  • Experience with construction industry data management a plus

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated record of accomplishment of working across disciplines such as contracting, engineering, finance, contractors, and stakeholders to proactively anticipate and solve project issues.
  • Knowledge of Air Force financial data management process.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
  • Excellent English communication and computer skills.

WORK ENVIRONMENT

  • Office environment on US military base (recently renovated PACAF HQ building).
