SUMMARY

The Department of Homeland Security (DHS) United States Citizenship and Immigration Services (USCIS) Freedom of Information Act (FOIA)/Privacy Act (PA) Program is administered by Immigration Records and Identity Services (IRIS) Directorate, National Records Center (NRC). Through the FOIA/PA Program external customers are provided access to agency records in accordance with the applicable statutes.  The NRC processes the majority of the USCIS FOIA requests for information using the FOIA Immigration Records SysTem (FIRST), an automated image-based system. Currently, a significant backlog of FOIA requests exists.

We are seeking a Project Manager to oversee a team of FOIA Analysts providing support services to reduce a backlog of FOIA requests and reduce overall FOIA response times in compliance with 5 U.S.C. §552, FOIA, and 5 U.S.C. §552a, PA.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for creating the environment and culture for the project that will produce excellent support to the client and will allow the onsite employees to thrive. The degree of direct control of that culture can vary, but through direct authority or organizational influence the Project Manager is responsible for establishing the framework in which the employees operate.
  • Develop a Project Management Plan (PMP) for the project. The Project Manager then ensures that the project is delivered on time, to budget and within scope according to the PMP. Ensure the project is effectively resourced and manage relationships with all stakeholders.
  • Responsible for managing the work of all employees, allocating and utilizing resources in an efficient manner and maintaining a cooperative, motivated and successful team
  • Responsible for all Contractor work performed by a large team of FOIA Analysts.  Ensure that the following steps are completed correctly for each FOIA case processed:
  • Subject/Requester name, address, information for accuracy
  • Review Discussions
  • Review Case Supporting Docs and/or Requester Docs
  • If correctional facility, do not print to CD (when applicable)
  • Confirm Consent, when applicable, dependent on the nature of the case
  • Verify responsive records correspond to request and correct subject
  • Determine if the request is a FOIA or PA
  • Update the case note file
  • Provide training to FOIA Analysts as necessary
  • Determines the means, methods and materials for performing work
  • Plans the work operation and may handle employee relations

SUPERVISORY/MANAGEMENT AUTHORITY

Supervise/manage multiple teams of ten to twelve FOIA Analysts and provide input towards hiring/firing/performance decisions

 

EDUCATION and/or EXPERIENCE

  • Bachelor’s Degree required
  • MS or MBA desired
  • PMP Certification Highly Desired
  • Five years of relevant management experience
  • Experience as a project manager for government contracts required
  • Must be flexible, adaptable and responsive
  • Excellent communication skills, both oral & written
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint
  • Experience related to the Records Management and Freedom of Information Act (FOIA) processing highly desired
  • Public Trust Clearance

  • Responsible for completing the monthly invoice process including unbilled analysis

WORK ENVIRONMENT

This position is performed in a climate-controlled office setting.  The office is located in an underground records storage facility.  At some points in this contract there will be two shifts operating daily- Monday through Friday in order to meet contract requirements.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
