The Department of Homeland Security (DHS) United States Citizenship and Immigration Services (USCIS) Freedom of Information Act (FOIA)/Privacy Act (PA) Program is administered by Immigration Records and Identity Services (IRIS) Directorate, National Records Center (NRC). Through the FOIA/PA Program external customers are provided access to agency records in accordance with the applicable statutes.  The NRC processes the majority of the USCIS FOIA requests for information using the FOIA Immigration Records SysTem (FIRST), an automated image-based system. Currently, a significant backlog of FOIA requests exists.

We are seeking a FOIA Quality Analyst to provide support services to reduce a backlog of FOIA requests and reduce overall FOIA response times in compliance with 5 U.S.C. §552, FOIA, and 5 U.S.C. §552a, PA.


This position will conduct 100% review of all FOIA cases completed by contractor staff and ensure compliance with contract and client requirements.  Job requirements include: 

  • Develop and administer a Quality Assurance Program to ensure that all the objectives are met and that the processes are followed as required
  • Inspect 100% of contractor FOIA/PA cases and make recommendations for improving quality of case files

Ensure that the following steps are completed correctly for each FOIA case processed:

  • Subject/Requester name, address, information for accuracy
  • Review Discussions
  • Review Case Supporting Docs and/or Requester Docs
  • If correctional facility, do not print to CD (when applicable)
  • Confirm Consent, when applicable, dependent on the nature of the case
  • Verify responsive records correspond to request and correct subject
  • Determine if the request is a FOIA or PA
  • Update the case note file
  • Provide training to FOIA Analysts as necessary
  • Determines the means, methods and materials for performing work
  • Plans the work operation and may handle employee relations


This position has no supervisory or management authority


  • High school diploma and at least 2 years of college are required.  Bachelor’s degree preferred. 
  • A Paralegal certificate or five years of experience working with legal documents in a government or private law office can be substituted for the college requirement
  • At least five years of on-the-job experience using a computer terminal is required
  • Minimum of five years of experience with records management or document control to include management of both manual and automated information required. 
  • Minimum of three years’ experience related to the Freedom of Information Act (FOIA) processing


  • Ability to read, write, speak, and understand English fluently and type proficiently.
  • Demonstrated ability to identify and distinguish different kinds of legal documents and their purpose.
  • Understanding of FOIA processing
  • Demonstrated ability to create and maintain tracking systems for the completion of work assignments.
  • Demonstrated ability to think logically and to apply general principles to specific situations.
  • Demonstrated ability to organize large masses of materials according to a logical scheme or in accordance with established procedures.
  • Demonstrated ability to work independently with minimal guidance and supervision
  • Excellent organizational and time management skills
  • Knowledge of filing procedures and techniques.
  • Ability to maintain files, including the ability to interpret and apply records policy and filing techniques in a variety of situations.
  • Have good interpersonal and communication skills.


This position is performed in a climate-controlled office setting.  The office is located in an underground records storage facility.  At some points in this contract there will be two shifts operating daily- Monday through Friday in order to meet contract requirements.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
