Job Title:  FUNCTIONAL ANALYST (ID# 14602)
Location:  Fort Detrick, MD.
 

SUMMARY

CNSP is seeking a Functional Analyst to support Naval Medical Logistics Command (NMLC) in Frederick, Maryland with Functional Analyst Support Services, Medical Equipment & Logistics Solutions Directorate, Naval Medical Logistics Command.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Management Support
  •  
  • Validate capital asset financial reports on a monthly basis.  Provide reconciliation results report including discrepancies to management.  Perform and/or coordinate corrective actions needed to resolve the discrepancies before the next reporting period. 
  • Monitor equipment receipts of NMLC centrally procured equipment, validating that equipment is recorded properly in the Defense Medical Logistics Standard Support (DMLSS) and as needed, request copies of equipment records from receiving sites.
  • Maintain the Point of Contact list, appointment letters, and other applicable documents to support BUMED-PMO Functions.
  • Analyze and compile potential policy changes.
  • Develop stepby-step technical guidance on equipment procurement and property accounting topics.
  • Monitor Automated Information Systems (AIS) and Automatic Identification Technologies (AIT) usage including any emerging issues that may cause underutilization of Automatic Identification Technologies End User Devices (AIT EUDs) and report such issues to the Equipment and Technology Management (ETM) supervisor within 8 hours.
  • Monitor that equipment meeting the Item Unique Identification (IUID) marking requirements are registered to the IUID registry and properly marked (2D barcode affixed).
  • Collect metrics for Equipment Management to include but not limited to lifecycle management, inventory management, asset management, IUID, and training as defined by NMLC.
  • Perform systems analysis and design techniques, pertinent characteristics of software, computer equipment, database management, and information systems security techniques in order to perform detailed analysis and studies.
  • Apply concepts, policies, procedures and implementation strategies, to accomplish delivery of business requirements, processes, products, services and conform to Navy correspondence format.

  • Training Support
  • Provide onsite and remote ETM property accounting, AIS and AIT user training support.  Remote training support may be provided via teleconference or videoconference.
  • Provide user training support at NMLC and at other designated offsite training facilities.
  • Assess additional training requirements and conduct followup training as needed.
  • Deploy AIT EUD to customers and work with NMLC customers to identify and implement AIS/AIT/IT integration requirements to support personal property accounting, tracking and inventory management programs.
  • Provide onsite training on the integrated use of the AIS and AIT EUD.
  • Acquire attendance roster using forms approved by NMLC.  Distribute and collect customer filled course evaluations.  Each course attendees must have corresponding course evaluation.
  •  Customer Service Support
  • Provide onsite or remote customer service support including justin-time training.
  • Coordinate timely processing of forwarded trouble tickets and initiate and track system change requests (SCR).

SUPERVISORY/MANAGEMENT AUTHORITY

None.
 

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Business Administration, Technology Management (IT or Engineering), or Adult Education in Biomedical Equipment Technology with at least 2 years’ experience in healthcare/information technology (or an equivalent level of graduate education) is required.
  • 2 years’ experience with DoD Personal Property Management program, medical equipment and systems, DMLSS Equipment Management System, and training development of business/systems integration.
  • 2 years’ experience in Microsoft Office programs, particularly Access, Word, PowerPoint, Excel, and Project.
  • Certification of Security+ or Network+ or an equivalent certification.
  • Must be U.S. citizens eligible to obtain a Secret Security Clearance in order to be granted access to work on the Government computer network.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to work independently with little oversight by the government under direction of Naval Medical Logistics Command Team.
  • Demonstrate good oral/ written communication skills and organizational abilities.
  • Pass a drug screen and federal background check is mandatory
  • Excellent analytical skills and working knowledge of computer systems and integrated software application programs are required.
