The Defense Health Agency (DHA) is a combat support agency supporting the healthcare needs of our warfighters and beneficiaries throughout the Military Health System (MHS). The DHA is embarking on the monumental task of taking over management and oversight of all MHS Direct Care Facilities by October 2018 as mandated in Public Law 114-28, the 2017 National Defense Authorization Act. This transition is to achieve greater standardization of healthcare across the MHS and streamline management of healthcare activities. This new era will require increased knowledge sharing, agility, integration, and continuous improvement to positively influence the success of the current and future health of all stakeholders served.

ESSENTIAL DUTIES AND RESPONSIBILITIES We are seeking a highly talented GIS analyst to assist the Integrated Bio-surveillance Section in the oversight and implementation of systems designed to track health events and disease outbreaks that could affect DoD assets.

  • Apply knowledge and experience in GIS to design, build, and support Integrated Bio-surveillance Section and Armed Force Health Surveillance Branch requirements.
  • Work with and develop new GIS capabilities to capture, store, manipulate, analyze, manage, and present all types of geographical data.
  • Make recommendations to staff from results of analyses on how to improve the management and use of GIS related products and systems.
  • Generate surveillance maps and other cartographic products, both static and dynamic.
  • Collaborate with data scientists who are performing advanced statistical analyses.
  • Work with senior management to ensure project goals are established and met within an appropriate timeline.
  • Ensure software and hardware is up-to-date using cost-effective strategies.
  • Collaborate on presentations, posters, and publications.
  • Perform other duties as requested.




  • Bachelors or Master’s Degree in Geographic Information Systems, Social Science, Public Health or closely related field.
  • Demonstrated proficiency in GIS, primarily an ArcGIS Desktop environment.
  • Demonstrated expertise in configuration of web maps and applications, namely ArcGIS Online or Portal for ArcGIS.
  • Experience generating cartographic products.
  • Excellent oral and written communications skills.
  • Team player who collaborates well with professionals.
  • Demonstrated experience with SAS, R programming and use of very large databases a plus.
  • Demonstrated experience with JavaScript, HTML, and CSS a plus.
  • Experience with ArcGIS Model Builder or Python a plus.

Secret-level clearance or ability to obtain one.
