The USGS Wetland and Aquatic Research (WARC) first implemented geographic information systems (GIS) in 1980 to assist in monitoring the nature and extent of wetland habitat changes. The Coastal Restoration Assessment Branch (CRAB) grew out of that initial effort and now uses GIS, remote sensing, and other computer-based technologies to address a wide range of natural resource related issues. CRAB often applies this technology in cooperative ventures with other federal agencies, state and local governments, and the private sector. The WARC CRAB provides GIS support, remote sensing support, data management support, and cartographic support for GIS request to cooperative partners.

 

Cherokee Nation Technologies (CNT) supports federal clients and partners in their efforts to implement GIS systems to assist in monitoring the nature and extent of wetland habitat changes.  Remote sensing, GIS, and other computer based technologies are used to address a wide range of natural resource related issues. CNT has engaged with clients and partners in projects which bridge the gap between scientists and natural resource managers. Many of these projects include a spatial information component requiring generation of new data via remote sensing or application of GIS and spatial analysis techniques.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

CNT is looking for a capable GIS -Remote sensing professional to support the following tasks:

Provide classifications of remotely sensed imagery and spatial analysis outputs and related technical support to client staff, cooperators, and partners.

 

• Development of new spatial data from remotely sensed data (e.g., satellite imagery and aerial photography). Classifications will most often be object-based classifications developed using Trimble eCognition; however, some classifications will be pixel-based classifications generated using ERDAS Imagine. Generate approximately 5-10 classifications per month.

• Conduct spatial analyses (e.g., developing statistics based on spatial location of features, developing new datasets though compilation of existing data, exploring patterns in spatial data, etc.) of available geospatial datasets to support ecological monitoring and assessments. Develop/conduct approximately 2-5 spatial analyses per month.

• Assist with GIS geodatabase, design, develop, and maintenance to support project-level and regional-level restoration monitoring and assessment efforts, as needed.

• As needed, perform review of scientific literature relevant to remote sensing, GIS analyses, and ecology-specific to habitats being mapped or analyzed.

The contractor shall maintain adequate documentation on all activities.

• Document the status and timekeeping of all projects and products in project tracking database as per established procedure 

• Document technical and procedural methodologies for creating and maintaining datasets and performing analyses.

• Produce FGDC compliant metadata for all deliverables

 

SUPERVISORY MANAGEMENT AUTHORITY

N/A.  Will defer to the CNT Program Manager and CNT Site Lead, may coordinate with client representative (Task Order Manager)

EDUCATION and or EXPERIENCE

Bachelor’s Degree in Geography, remote sensing, GIS, or a related field and have at least 2-3 years of experience.

KNOWLEDGE, SKILLS AND ABILITIES

In addition to the major duties listed above, the ideal candidate shall possess basic knowledge in the following:

• Remote sensing theory including: 1) spectral reflectance characteristics; 2) spectral indices; 3) land use land cover classification; 4) pixel-based classifications; 5) object-based classifications; and 6) accuracy assessment of classifications

• Common geospatial analysis techniques including: 1) site optimization; 2) buffering; 3) spatial queries and spatial joins; and 4) zonal statistics

• Light detection and ranging (lidar) data

• Geospatial datums and coordinate systems

• Data management

• Map production

• FGDC metadata standards and development

• Figure and table preparation

• Proficient at oral and written English-language communication

WORK ENVIRONMENT

Office environment, travel for field activities and/or meetings may be needed.
