The Government Contracts Manager will provide day-to-day consultation and support to the program management team, operations and leadership regarding cradle-to-grave management and administration of Government services contracts within Federal and civilian agencies. The position will serve as the primary interface between the organization and Government/Prime Contractor’s Contracting Officer.

This position can be located in San Antonio, TX or Tulsa, OK.

  • Implement processes, policies and procedures to address challenges presented by contract administration.
  • Prepare, review and/or negotiate contracts/subcontracts of varying types (FFP, T&M, IDIQ, CPFF, performance based, etc.), teaming, consulting, and non-disclosure agreements, Memorandum of Understanding and other contract related documents.
  • Support the contract proposal review and drafting process.
  • Lead the Contract Setup process at the time of contract award.
  • Coordinates review by all parties and obtains signatures in accordance with company signature authority.
  • Coordinates review and preparation with outside legal counsel when necessary.
  • Maintain original contracts and modifications, integrating modifications into a working copy.
  • Ensure contract and modification data is entered into a contract tracking system.
  • Prepare and maintain standard form contracts for recurring business needs.
  • Assist with the issuance of Request for Quotes (RFQs) to subcontractors, and coordinate timely submission of subcontractor data.
  • Ensure compliance with customer, contractor and corporate obligations.
  • Identify changes and develop appropriate Requests for Equitable Adjustments.
  • Interpret contractual, Federal Acquisition Regulation & Defense Federal Acquisition Regulation (FAR/DFAR) Supplement and/or unique procurement regulations.
  • Support customers in the development of solutions to issues that are consistent with business objectives.
  • Establish and maintain excellent customer relations.
  • Prepare formal Contracting Officer communications.
  • Prepare and monitor annual departmental budget, prepare annual employee evaluations, provide training, coaching and development of employees, develop annual department goals and objectives.
  • Identify process efficiencies and implement changes to ensure organization is learning and expanding.
  • Performs other job related duties as required.

Bachelor’s Degree in a business related field of study and 10 years of experience in commercial, government and/or international contract administration, including extensive experience with FAR/DFAR, Fixed Price, Time & Material, Cost Plus Fixed Fee, and Idefinite Delivery/Indefinite Quantity contracts requirements and Government support services contracts. A JD degree may be considered in lieu of some drafting and/or management experience.



  • Must have a strong command of the cradle-to-grave government contracting process.
  • Must possess problem solving and creativity skills.
  • Must be able to work on multiple projects concurrently and prioritize assignments.
  • Must be able to maintain the highest level of professionalism, confidence and integrity while directly dealing with internal and external customers.
  • Negotiation and diplomacy skills are critical in dealing with external contacts.
  • Must be a U.S. person as defined by the International Traffic in Arms Regulations (ITAR).
  • Must have the willingness and desire to accept and adapt to change.
  • Must be dedicated to meeting the expectations and requirements of internal and external customers.
  • Must demonstrate the ability to work independently, have excellent interpersonal skills and be self-motivated.
  • Requires Proficient computer skills (MS Word required).
  • Must demonstrate excellent writing, communication, organizational and analytical skills.
