PROGRAM OVERVIEW

Fort Bliss Army Reservation is an active training facility located in the extreme western part of the State of Texas at El Paso and the south-central area of the State of New Mexico. The reservation occupies approximately 1.2 million acres covering two states and three counties. Our client, the Environmental Division of its Directorate of Public Works is responsible for the oversight of the installation's natural and cultural resources ensuring compliance with environmental policy, programs and legislation, managing the Region Environmental Program in support of the Army's environmental strategy for pollution prevention, compliance, restoration and conservation.

We are seeking a qualified individual to provide services to monitor approximately 1200 work orders and 40,000 service orders per year that include observation and monitoring construction activities that have the potential to affect Fort Bliss historic properties.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Integrate cultural resources data in the cultural resource databases, including GIS geodatabases.
  • Monitor approximately 1200 work orders and 40,000 service orders per year that include observation and monitoring activities that have the potential to affect Fort Bliss historic properties. 
  • Report problematic historical preservation compliance violations to the Fort Bliss Historical Architect
  • Provide architectural compliance solutions that may include preparation of architectural drawings (40 drawings per year at approximately five hours per drawing)
  • Use computer based drafting programs
  • Perform project reviews that may include landscape issues
  • Assist with other Historical Resources Team projects/assignment such as letter and report writing
  • Assist in the field with assessments and conservation projects
  • Assist with compliance activities associated with Section 106 of the National Historic Preservation Act of 1966, as amended. 

SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE

  • Bachelor’s or Master’s degree in Architecture, Historical Architecture, History (with a concentration in military history) or a degree in a related field appropriate for the tasks assigned
  • Experience may be substituted in part for education; specifically six (6) years of related field experience under the supervision of a professional who meets the requirements for a Principal Investigator-Historical Architect (PI-HA) may be substituted for a bachelor’s degree
  • No less than two (2) years’ experience in historic properties field work
  • Must Meet the Secretary of Interior Professional Qualifications found at https://www.nps.gov/history/local-law/arch_stnds_9.htm
  • Extensive knowledge of and experience with the Secretary of Interior Standards for the Treatment of Historic Properties and Section 106 Compliance
  • Ability and proficiency to use Microsoft (MS) Office® software to prepare and modify reports, documents and data tracking
  • Ability to communicate complex regulatory concepts and requirements to personnel lacking a technical background in simple, succinct, and comprehensible language
  • Ability to obtain Fort Bliss driver-training cards and operate a motor vehicle
  • Have or obtain a Common Access Card (CAC) for base entry.   

WORK ENVIRONMENT

The duties of this position are primarily performed in a climate controlled office environment.  No travel outside the local area is anticipated.
