The DHA is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.

We are in search of a Classification Specialist to support the Office of the Secretary of Defense (Health Affairs) (OASD) (HA) Human Resources Division. The ASD (HA) is responsible for the overall policy and guidance of the medical services of the military departments and the political sensitivities related to the activities as expressed by the OSD, Congress, the White House, and the civilian sector. The DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

Responsibilities 

  • Provide management advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature. Provides technical advice and assistance to managers in assigned organizations and operations personnel in the resolution of difficult staffing problems. Applies a comprehensive knowledge of recruitment and placement principles and concepts, as well as a working knowledge of other human resources functions, in order to identify, analyze and resolve complex problems. Such problems require the interpretation of guidelines that are frequently only partially applicable and for which few precedents exist. Makes recommendations for techniques for identifying the best qualified candidates. Assists managers and supervisors in the development of crediting plans to determine the type and level of knowledge, skills and abilities necessary for the recruitment and placement of well qualified candidates in internal or external competitive staffing actions. Assists in developing recruitment strategies; pay-setting strategies; short and long range staffing plans to forecast future requirements; assessing employee turnover patterns; and reviewing past recruitment practices, technological changes, and local labor market conditions. 25%
  • Executes recruitment, reassignment, and other personnel actions for assigned organizations. Ensures that management packages for personnel actions are in accordance with applicable regulations and policies. Transmits Requests for Personnel Actions (RPA) to Navy HRSC-NW for entry into the Defense Civilian Personnel Data System (DCPDS), and follows-up to ensure accomplishment. Coordinates the review, approval and posting of Job Opportunity Announcements, issuance of selection certificates, and selections of candidates. Provides advice and guidance to managers and supervisors on various stages of the hiring process. Explains regulations, procedures, and determinations (such as pay determinations) to employees, applicants, and supervisors. Prepares or completes required documentation (such as tentative and final offer letters), and case files on personnel actions. Arranges for the orientation of new employees on human resources policies, rules, regulations, rights, benefits, services, and related matters. 35%
  • Participate with other Human Resources Specialists in discussions of complex problems, in the establishment of new organizations, and in proposed reorganizations. Incorporates consideration of career ladders, management practices, working conditions, and recruitment and retention incentives, in the discussion of problem solving efforts. Provides management with flexible alternatives for problem resolution. Provides placement services to recruit for highly specialized and hard-to-fill positions. Plans and executes creative recruitment campaigns to locate and identify highly qualified candidates. 25%
  • Perform research into policies, procedures, and operations involved in the recruitment and placement function. Prepares reports, including statistical information; identifies policies and procedures causing problems; recommends improvements in agency policies and practices; and drafts implementing guidelines and material. Conducts research in order to provide information responsive to applicant and/or Congressional inquiries about recruitment and placement actions; to EEO complaints; to Freedom of Information Act (FOIA) requests; and to inquiries from other Federal agencies, such as the Office of Personnel Management (OPM), or from investigative organizations, such as the Office of the Inspector General (OIG). 15%
  • Perform other duties as assigned.

Knowledge, Skills and Abilities 

  • Knowledge of, and skill in applying, recruitment and placement concepts, principles, laws, regulations, practices and procedures, sufficient to provide management advisory services on a wide variety of complex personnel actions.
  • Knowledge of human resources laws and regulations, sufficient to execute recruitment, reassignment, and other personnel actions, and to ensure that such actions are appropriate and correct.
  • Skill in applying complex fact finding, analytical, and problem solving methods and techniques to the resolution of complex recruitment and placement actions.
  • Skill in oral communication, sufficient to provide technical advice and assistance, to management, operations personnel, other Human Resources Specialists, applicants, and employees, and to respond to inquiries from a variety of sources.
  • Skill in written communication, sufficient to make recommendations, e.g., for recruitment techniques; to draft crediting plans and Job Opportunity Announcements; to prepare reports; and to prepare offer letters.

Qualifications:

  • 4 years’ experience and a Bachelor's Degree in a related field
  • MS Office tools required (Proficient in Word, Excel, and PowerPoint)
  • Self-motivated and ability to work with little to no supervision,
  • Mastery of classification standards and policy,
  • Comprehensive knowledge of HR Methodologies,
  • Ability to translate OPM Standards and Regulations
  • Performs other duties as assigned.
  • Active security clearance, Position of Trust or Common Access Card (CAC) required
