The mission of our client, the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) is to safeguard the financial system from illicit use and combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence, and strategic use of financial authorities.  

We are seeking a Human Resources Assistant to provide a variety of human resources (HR) administrative services to include serving as an expert concerning applications of automated systems used to conduct most of the human resource functions. Functions include: conducting new employee orientation; administering and processing benefits elections; processing for the multi-functional HR Connect system and other systems; and ensuring that Official Personnel Records (OPF) and staffing records are maintained appropriately.

Responsibilities:

Input, edit and update HR information into the integrated NFC payroll and personnel system. Identifies and resolves issues concerning personnel and payroll data, including special pay and benefits entitlements and withholdings.  

Utilizes expert knowledge of the provision of human resources functional services through the use of automated systems used to generate staffing, classification, performance management, and processing products.

Serves as a source of information to FinCEN users concerning HR data about personnel actions in process, exercising extreme care and discretion in divulging information. Provides employee-specific data about such things as within-grade-increase eligibility, probationary periods, benefits eligibility, leave administration, retirement eligibility, and other HR activities.  

Briefs new employees on organizational and personal matters, including benefits options, tax requirements, and transportation subsidies. Serves as a contact for periodic or special benefits elections, including insurance open seasons, retirement options, and TSP elections.

Ensures that official personnel folders are developed and maintained according to regulatory guidance and that access is appropriately controlled. Obtains records from other actions and the national records center and appropriately disposes of records on employees who separate.  

Researches HR subject matters via the Internet, reference to Title 5 of the US Code and the Code of Federal Regulations and liaison with experts at the Office of Personnel Management or other organizations.

Prepares procedural materials, guidelines, notifications, and reports concerning assigned functional areas. 

Oversees, receives, reviews and processes incoming materials.

Qualifications:

  • An active Secret Clearance is mandatory.
  • A High School Diploma is required, Bachelor’s Degree is preferred
  • Excellent communication skills, both oral & written
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint

  • Minimum 5 years of Federal government HR experience including knowledge and experience with all of the following Human Resources support tasks:
    • Experience inputting, editing and updating HR information into the integrated NFC payroll and personnel system and identify and resolve issues concerning personnel and payroll data, including special pay and benefits entitlements and withholdings that may require retroactive adjustments.
    • Expert knowledge of the automated processes to intake information, generate personnel actions, and serve as a vehicle for initiating a wide variety of recruitment actions.
    • Experience in ensuring that the data on formal personnel actions is entered correctly, particularly the Standard Form 50s (Notifications of Personnel Actions), identifying the nature of actions, authority, benefits eligibility, and special remarks.
    • Knowledge of the full array of Federal employee benefits, including insurances, leave, retirement, Worker’s Compensation, overtime pay, etc. and the ability to research and resolve complex issues concerning benefits.
    • Knowledge ensuring that OPFs are maintained correctly, including required forms and information and excluding information that should not be maintained in the folders.
    • Ability to conduct research on HR matters via the Internet, US Code or Code of Federal Regulations, or liaison with other experts.
    • Ability to prepare procedures, guidelines, notifications and correspondence concerning HR matters within assigned functional responsibilities.
